Description Terms Of Reference Assisting Professional For Forestry And Agroforestry (revised/updated November 2019) I. Background The Department Of Environment And Natural Resources (denr) Through The National Forest Development Office (nfdo) Implemented The Forestry Sector Project (fsp) Phase 1 In 1993 Until The End Of 2003 With Financial Assistance From The Japan Bank For International Cooperation (jbic). The Fsp Has Adopted Community-based Forest Management (cbfm) As A Main Strategy Towards Sustainable Forest Management (sfm). Recognizing The Significant Accomplishment Of Fsp 1, A Second Phase Of The Fsp Was Conceptualized In 2003 To Implement Participatory Sustainable Watershed Management And Improve The Economic Condition And Quality Of Life Of The Upland Dwellers And Downstream Communities In Three (3) Critical River Basins- The Upper Magat And Cagayan In Ifugao (car), Nueva Vizcaya In Quirino (region 2), Upper Pampanga In Nueva Ecija (region 3) And Jalaur In Iloilo (region 6). However, The Subsequent Implementation Of Fsp 2 Was Delayed For Almost A Decade Since Its Conceptualization In 2003 Due To Policy, Institutional And Economic Changes And Setbacks Both From Recipient Country And The Funding Agency. Finally, In March 2012 The Government Of The Philippines (gop) And The Japan International Cooperation Agency (jica) Signed A Loan Agreement For The Ten (10) Year Implementation Of The Former Fsp 2 Now The Forestland Management Project (fmp) Within The Aforecited River Basins. The Project Aims To Improve Forestland Management Through Collaborative And Holistic Implementation Of Comprehensive And Sustainable Forestland Management Strategies In The Three (3) Critical River Basins. The Project Likewise Complements The Current National Greening Program (ngp) And Focuses On Comprehensive Site Development (csd) Which Include: 1) Survey, Mapping And Planning (smp); 2) Community Organizing (co); 3) Site Development (sd); 4) Agroforestry Support Facilities (asf); 5) Policy Initiative; 6) Monitoring And Evaluation; 7) Project Management And Supervision (pms). The Project Is Expected To Integrate Conservation And Development-oriented Activities With Full Participation And Capacitation Of Local Communities And/or 147 Peoples Organizations (pos) Within The 24 Sub-watershed Areas Including The Denr And Other Stakeholders. The Fmp Mobilizes Peoples’ Organizations (pos) To Implement Site Development Activities, Such As Forest And Agroforestry Plantation Establishment, Soil And Water Conservation, Silvopasture, And Assisted Natural Regeneration. As Of End Of March 2019, About 64,414 Hectares Had Already Been Developed By Pos Into Forest And Agroforestry Plantations. Within The Next Two Years Close To 6,885 Hectares Are Targeted For Site Development Activities. To Ensure That Pos Are Properly Guided In Site Development Activities Including The Maintenance And Protection Of Existing Plantations, The Project Seeks The Services Of Assisting Professionals (aps) That Would Assist In Forestry And Agroforestry Implementation And Development, Among Others. Ii. Objectives In Engaging Assisting Professional 1. To Ensure Availability Of On-site Technical Advisors To Susimo Staff And Pos In Implementing Site Development Activities; 2. To Ensure The Application Of Scientific Knowledge And Sound Forestry Principles And Practices In The Management And Protection Of Natural And Plantation Forests, In Biodiversity Conservation And Watershed Management, Consistent With Environmental Laws And Regulations; 3. To Facilitate Maintenance And Protection Of Existing Established Sd Plantations So That Quality Plantations Are Developed; 4. To Identify Harvestable Sd Plantations For Inventory By The Iec/endev Firm; And 5. To Facilitate The Completion Of Updated Watershed Management Plans. Iii. Scope Of Work 1. Work With The Susimo Staff In Mobilizing Pos To Implement Site Development Activities So That They Are Properly Implemented Following Project Technical Standards; 2. Assist Concerned Pos In Formulating Their Fire Protection Plan; 3. Review The Draft Updated Integrated Watershed Management Plans (iwmps) Prepared By The Iwmp Planning Teams And Facilitate The Process Of Stakeholders’ Validation Of The Draft Updated Iwmps For Submission To The Reds Through The Penros; 4. Conduct Field Assessment Of The Quality Of Existing Sd Plantations And Provide Advice And Onsite Mentoring To Pos On The Necessary Maintenance And Silvicultural Treatments/practices (i.e. Pruning, Thinning, Bending) To Improve The Quality Of Forest And Agroforestry Plantations; 5. Identify Harvestable Sd Plantations Of Pos And Gather Relevant Information On Type Of Plantations, Trees/crops Planted, Area Of Plantation And Projected Year Of Harvesting, Among Others; 6. Document Good Practices Of Pos In The Establishment, Maintenance And Protection Of Agroforestry/tree Plantations And Other Site Development Activities; And 7. Submit And Discuss Monthly Reports To The Concerned Ppmo. Iv. Duration Of Assignment And Duty Station The Ap For Forestry And Agroforestry Will Be Hired Full-time For A Period Of Nine (9) Working-months And Shall Report At The Concerned Provincial Project Management Offices (ppmo). Likewise, The Ap Shall Report To Cpmo At Least Twice Upon His/her Engagement To Provide Updates On Accomplishment Relative To The Tor. He/she Will Coordinate With The Project Management Specialist (pms) For Technical Guidance In The Performance Of His/her Tasks And Shall Provide Monthly Reports To The Cpmo Through The Ppmo And The Rpmo, On His/her Accomplishments Relative To The Tor. An Assessment Of The Ap’s Performance At The End Of The Contract Shall Be Conducted By The Ppmo With Assistance Of The Cpmo Which Shall Be The Basis For Future Engagement Of The Ap. The Contract May Be Terminated During Its Effectivity On The Ground Of Willful Misconduct And Failure To Perform The Tasks And Responsibilities Indicated In The Terms Of Reference. V. Deliverables 1. Inception Report - A Summary Matrix Shall Be Prepared During The First Week Of The Engagement Including Work Schedule, Outline Of Work Plan And Methodology To Complete The Tasks. 2. Progress Report: A Monthly Progress Report Relative To The Specific Tasks Shall Be Submitted To The Project Manager Of Fmp Through Concerned Ppmo And Rpmo. 3. Final Report, That Includes: • Overall Status Of Sd Implementation Including Recommendation/s For Improvement; • Documentation Of Onsite Mentoring Conducted To Pos With Photos; • Consolidated List Of Harvestable Plantations Of Pos Indicating The Trees/crops Planted, Area Planted, And Projected Year Of Harvest, Including Relevant Recommendations On Plantation Maintenance And Harvesting; And • Documentation Of Lessons Learned And Good Practices Employed By The Po In The Implementation Of Sd Activities. These Reports Should Be Submitted And Presented To The Ppmo Within The Prescribed Period And Quality Thereof Should Be Acceptable To The Ppmo. Said Reports/deliverables Shall Be The Basis For The Monthly Payments To The Aps. No Payment Shall Be Provided To The Ap Unless The Required Reports/deliverables Are Submitted As Indicated In The Summary Matrix, Below: Summary Of Deliverables Per Month Of The Ap On Forestry/agroforestry Month Deliverables 1st Month 1. Inception Report 2. Summary Of Comments And Recommendations For Enhancement Of Draft Iwmps 2nd Month 1. Report On The Stakeholders’ Consultations Conducted To Validate The Draft Updated Iwmps With Summary Of Comments And Recommendations From The Different Stakeholders 2. Summary Of Comments And Recommendations For Enhancement Of Draft Iwmps 3rd Month 1. Final Copy Of Updated Watershed Management Plans Of The Province Validated With Key Stakeholders For Submission To The Denr 2. Preliminary List Of Po Plantations For Assessment Of Quality And Potential For Harvesting 4th Month 1. Field Assessment Report On Quality Of Sd Plantations Of At Least One Po Including The Onsite Mentoring Provided To Pos To Improve The Maintenance And Quality Of Plantations. 2. Consolidated List Of Harvestable Plantations Of At Least One Po Indicating The Trees/crops Planted, Area Planted, And Projected Year Of Harvest, Including Relevant Recommendations On Plantation Maintenance And Harvesting. 3. Copy Of Fire Protection Plan Of At Least One Po 5th Month 1. Field Assessment Report On Quality Of Sd Plantations Of At Least One Po Including The Onsite Mentoring Provided To Pos To Improve The Quality Of Plantations. 2. Documentation Report On Good Practices Of At Least One Po Including Photos 8th Month 1. Field Assessment Report On Quality Of Sd Plantations Of At Least 2 Pos Including The Onsite Mentoring Provided To Pos To Improve The Quality Of Plantations. 2. Consolidated List Of Harvestable Plantations Of At Least 2 Pos Indicating The Trees/crops Planted, Area Planted, And Projected Year Of Harvest, Including Relevant Recommendations On Plantation Maintenance And Harvesting 3. Documentation Report On Good Practices Of At Least One Po Including Photos 9th Month Final Report Vi. Estimated Cost The Assisting Professional (ap) For Forestry And Agroforestry Shall Receive A Fixed Maximum Total Professional Fee Of Seventy Thousand Pesos (php 70,000.00) Per Month Inclusive Of All Out Of Pocket Expenses Subject To Mandatory Withholding Tax And Existing Accounting And Auditing Rules And Regulations. Vii. Degree, Expertise, Qualifications And Competencies 1. Preferably A Master’s Degree Holder In The Field Of Forestry, Agroforestry, Natural Resources Management, Or Related Fields; 2. At Least Three (3) Years Of Work Experience In Forestry/agroforestry Development, Natural Resources Management And Related Fields; 3. Good Understanding Of Multi-stakeholders Project Implementation And Community-based Management Approach In Forest Management; 4. Experience In Working With Various Watershed Stakeholders; 5. With Good Communication Skills; 6. Excellent Time Management Skills With An Ability To Deliver High-quality Outputs; And 7. Physically Fit To Undertake Actual Field Visits To Pos. Local Consultant Is Preferred
