Scope Of Work A) The Service Provider Shall Provide Transport Vehicles With: O Good And Road-worthy Condition With A Good Physical Engine And Air Conditioning Units That Are In Top Condition. O Good Physical Appearance (relatively New, Clean, And Well-maintained Passenger Buses, Preferably Not More Than Five Years Old. The Upholstery And Curtains Should Be Clean Smelling And Untarnished). O The Vehicle Must Be In Excellent Mechanical Condition And Does Not Need Reconditioning, Pass Smog And Safety Protection; Has No Fluid Leak, And Is Free Of Any Mechanical Defects. O The Assigned Drivers Must:  Have At Least Five (5) Years Of Experience With An Active Professional Driver’s License With Dl Code “d” Authorized To Drive Shuttle/rental Buses With No Derogatory Record In His Driving Profession And Be Familiar With Major And Minor Routes In The Areas Within Region I.  Be Equipped With A Mobile Phone For Easy Communication With Passengers And Other Officials. Mobile Phone Units And Related Expenses Must Be Provided By The Service Provider.  Be Professional, Courteous, Neat, And Defensive Who Will Ensure Safety While On Board. B. Inclusions A) Inclusive Of Ten (10) Official Drivers And Alternates With Professional Driver’s License For Each Rented Bus And Must Report On April 21, 2024. The Driver Must Be A Holder Of A Valid Professional Driver’s License With Dl Code “d”. B) Inclusive Of Six (6) Official Drivers And Alternates With Professional Driver’s License For Each Rented Bus And Must Report On April 26, 2024. The Driver Must Be A Holder Of A Valid Professional Driver’s License With Dl Code “d”. C) Inclusive Of Four (4) Official Drivers And Alternates With Professional Driver’s License For Each Rented Bus. E) Inclusive Of Vehicle And Passenger Insurance, Guaranteeing The Safety Of The Passengers From Accidents Caused By Human Error/failure, Mechanical Error/failure, Or Any Unfavorable Circumstance/s Where The Passengers Including Their Properties Are Involved. Any Damage Caused To The Vehicle Without The Direct Involvement Of The Passenger Shall Be Resolved And Fixed By The Service Provider. F) Inclusive Of Any Additional Charges In Case A Special Trip Permit From Ltfrb Will Be Required. G) Inclusive Of Maintenance And Repair Of The Vehicle. In Case Of Any Mechanical Error/failure, The Rental Company Shall Provide Repair Service And Shoulder The Cost For The Said Repair. H) In Case Of Vehicle Replacement Due To Justifiable Cause, The Service Provider Shall Immediately Replace The Unit/vehicle. The Replacement Vehicle Shall Be Similar, If Not Higher In Model. C. Schedule Of Flexibility A) For Any Fortuitous Events/force Majeure That May Affect The Schedule Of This Activity (weather Disturbance, Etc.), The Transport Service Provider Must Provide Flexible Arrangements And Terms For Rescheduling. D. Conduct Of Tests 1. Functionality Test On Door Locks, Fan Blower, Aircon, Audio System, Wiper, Horn, Seatbelt, Lights (instrument Panel, Gauges, Room Lamp, Headlight, Signal Light, Park Light, Fog Light (if Included), Brake Light, Reverse Light, Hazard Light) 2. Drive Test To Check Ignition Key Switch, Shift Stick (forward, Reverse), Hand Brake, Steering Wheel (left, Right), Pedal (clutch, Brake, Accelerator); 3. Odor Test To Check Against Unpleasant Odor (exhaust And Fuel Fumes, Cigarette Smoke, Clutch Lining, Rotten Food, Spoiled Liquid, Dead Insects And Rodents, Upholstery) 4. Cleanliness Test To Physically Inspect The Exterior And Interior Of The Unit; 5. Other Tests: A. To Check If Unit Are Insect-free And Have No Broken Glass Windows Or Windshield; B. To Check If Upholstery Is In Good Condition E. Liquidated Damages A Penalty Of One-tenth Of One Percent (0.001) Of The Total Value Of The Undelivered Goods Shall Be Charged As Liquidated Damages For Every Day Of Delay Of The Delivery Of The Purchased Goods. F. Payment 1. As A General Rule, No Advance Payment, Or Any Payment Made Prior To The Delivery And Acceptance Of Goods, Shall Be Made To Any Supplier/manufacturer/distributor, Subject To The Following Exceptions: A. When There Is Prior Approval By The President; B. For Procurement Of Services Where Requirement Of Down Payment Is A Standard Industry Practice, Such As: Hotel And Restaurant Services, Use Of Conference/seminar And Exhibit Areas, And Lease Of Office Space; C. For Procurement Of Goods Required To Address Contingencies Arising From Natural Or Man-made Calamities; And D. Upon Submission Of An Irrevocable Letter Of Credit Or Bank Guarantee Issued By A Universal Or Commercial Bank. 2. Partial Payment Of The Contract Price Will Only Be Allowed If The Contract Provides/allows For Partial Or Staggered Delivery Of Goods Procured, And Such Partial Payment Must Correspond To The Value Of The Goods Delivered And Accepted. 3. Payment Must Only Be Made After The Appropriate Inspection And Acceptance Procedures, As Mandated By Existing Government Rules And Regulations, Have Been Complied With By The Procuring Entity; And 4. Payment Must Be Made In Accordance With Prevailing Accounting And Auditing Rules And Regulations.
