Description Invitation To Bid For The Supply And Delivery Of Eight (8) Units Special Purpose Motor Vehicle 1. The Department Of Agriculture - Regional Field Office 1 (da-rfo 1), Through The National Expenditure Program Fy 2024 Intends To Apply The Sum Of Forty Million Pesos (php40,000,000.00) Being The Approved Budget For The Contract (abc) To Payment Under The Contract For The Supply And Delivery Of Eight (8) Units Special Purpose Motor Vehicle With Project Identification Numberda-rfo-1-2024-goods-066. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At Bid Opening. 2. The Da-rfo 1 Now Invites Bids For The Above-mentioned Procurement Project With The Following Details And Minimum Specifications, To Wit: Particulars/descriptions Motor Vehicle For Special Purpose – Brand New Technical Minimum Specifications: A. Customization Fabrication Material Of Frame/partitions: Shall Be Made Of Stainless Steel Or Aluminum Or Other Non-corrosive, High Temperature-resistant (i.e. 60 Degrees Celsius, Minimum) Equivalent Material Flooring Materials: Shall Be Made Of Mild Steel Or Aluminum Alloy Plate, With Anti-skid Feature (at Least 3.0 Mm Thick) Roofing Material: Corrugated G.i. Supplier Will Provide 3 Years Lto Registration. 5. Provision Of 1 Year Comprehensive Insurance. 6. With Label Painted Or Sticker If Not Applicable On The Main Trunk/body (visible): With Da Logo 2/3 Ratio On Plane Surface. Must Have On Both Sides With Text "da Livestock Inspire 2024" Font Color Dark Green. 7. Inclusive Of Freight And Handling 8. The Equipment Must Be Operationally Inspected/performance Tested At The Delivery Site By Da-rfos. 9. Supplier Shall Provide Sufficient Liters Of Fuel And Oil Lubricant To Be Used During Actual Testing. 10. With Standard Kit And Heavy-duty Tools Each Of The Following Per Unit A. Operating Manual And Brochure Of The Unit B. Tire Wrench C. Early Warning Device D. Hydraulic Jack 10t E. Tire Pressure Gauge F. Socket #10mm, 12mm,17mm G. Power Handle Drive ½inch H. Star Screw 12inches I. Flat Screw 12inches J. 1 Set Open Wrench (10mmx11mm,12mmx13mm,14mmx17mm&19mmx21mm) K. Mechanical Plier 6 Inches L. Pipe Wrench 18 Inches M. Tool Box (steel) N. Spare Tire Delivery Schedule: At Least Forty (40) Working Days Upon Receipt Of The Notice To Proceed Drop-off Points: Prec, Sta. Barbara, Pangasinan - 4 Units Isrec, San Juan, Ilocos Sur - 2 Units Inrec, City Of Batac, Ilocos Norte - 2 Units Delivery Of The Goods Is Required At Least (40) Working Days Upon Receipt Of The Notice To Proceed. Bidders Should Have Completed, Within Two Years From The Date Of Submission And Receipt Of Bids, A Contract Similar To The Project. The Description Of An Eligible Bidder Is Contained In The Bidding Documents, Particularly, In Section Ii. Instructions To Bidders. 3. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using A Non-discretionary “pass/fail” Criterion As Specified In The 2016 Revised Implementing Rules And Regulations (irr) Of Republic Act (ra) 9184. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Partnerships, Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines, And To Citizens Or Organizations Of A Country The Laws Or Regulations Of Which Grant Similar Rights Or Privileges To Filipino Citizens, Pursuant To Ra 5183. 4. Bids Will Be Opened In The Presence Of The Bidders Or Their Authorized Representatives. 10. Additional Instructions To Bidders: A. The Bidders Or Their Duly Authorized Representatives May Attend The Bid Opening; B. In Case A Representative Will Be Attending The Bid Opening, A Special Power Of Attorney (spa), Secretary’s Certificate, Board Resolution Or Any Other Forms Of Authorization (notarized), As The Case May Be, Together With The Company-issued Identification Card Or Any Valid Id Must Be Presented Upon Submission Of The Bid Proposal At The Bac Secretariat. The Name/title Of The Project Must Be Indicated In The Authorization Or Spa. C. Each Bidder Shall Submit One Copy Of The First And Second Components Of Its Bid. The Technical And Financial Requirement Each In Separate Envelopes, Shall Be Enclosed In A Mother Envelope With The Same Sealing And Markings Non-compliance With Index Tabbings Shall Not Be A Ground For Outright Disqualification Or Declaration Of Ineligibility. The Improper Index Tabbings Must Be Duly Acknowledged By The Bidder/representative And Be Subject To The Bid Evaluation And Post-qualification Of The Technical Working Group (twg) As To Their Substance.
