The Department Of Agrarian Reform Quezon Ii Provincial Office Now Invites For The Procurement/submission Of Eligibility Documents For The Furnishing Of All Labor Materials, Supplies And All Instruments/equipment For The: 2.1 Execution Of The Boundary And Subdivision Survey; 2.2 Fabrication/provision Of Standard “ar” Cyc. Cons. Mons. On All Corners Of The Resulting Lots; 2.3 Preparation And Submission To Darpo Of Land Use Map; 2.4 Submission To Darpo Of Cad Files And Actual Readings/geotag Of Boundary Monuments; 2.5 Preparation And Submission Of Complete And Acceptable Survey Returns With Dlsd Files For Verification And Approval By The Denr; And 2.6 Submission To Darpo Of One (1) Sepia Copy Of Each Asp, Ten (10) Certified Blue Print Copies Of Asps, Lot Technical Description Sheets And Electronic Copy Of Survey Returns (srs). Interested Consultants Must Submit Their Eligibility Documents On Or Before March 20, 2024 @ 5:00 Pm At The Lti Division. Eligibility Check Will Be Held On March 21, 2024 @ 10:00 Am. Applications For Eligibility Will Be Evaluated Based On Non-discretionary “pass/fail” Criterion. 3. The Bac Shall Draw Up The Short List Of Consultants From Those Who Have Been Determined As Eligible In Accordance With The Provisions Of This Irr. The Number Of Short Listed Consultants, Which Shall Be Determined In The Pre-procurement Conference, Shall Consist Of Three (3) To Seven (7) Consultants, With Five (5) As The Preferable Number. Should Only One (1) Or Less Than The Required Number Apply For Eligibility And Short Listing, Pass The Eligibility Check, And/or Pass The Minimum Score Required In The Short Listing, The Bac Shall Consider The Same. The Shortlisted Bidders Shall Then Be Required To Pay The Fee For The Bidding Documents, If Applicable, Subject To The Provisions Of Section 17.4 Of This Irr. Section 24.5.2, The 2016 Revised Implementing Rules And Regulations Of Republic Act No. 9184 (updated As Of 03 July 2023) 4. The Criteria And Rating System For Short Listing Are: Experience Of The Consultant, Qualification Of Personnel And Current Workload. 4.1. Applicable Experience Of Consultant (50%) 4.2. Qualification Of Personnel To Be Assigned To The Job (30%) And 4.3. Current Workload Relative To Job Capacity (20%). A Rating Of At Least 70% Is Required To Be Included In The Shortlist Of Eligible Consultants Who Will Qualify To Submit Bid Proposals. 5. Each Contract/project Shall Be Completed Within 150 Days. 6. The Bac Reserves The Right To Accept Or Reject All Bids Or Part Thereof To Waive Formality Therein Or To Accept Such Bids Or To Award Any Work That Is Considered To Be Most Advantageous To The Department Of Agrarian Reform (dar). 7. The Dar Quezon Ii Reserves The Right To Reject Any And All Bids, Annul The Bidding Process, Or Not Award The Contract At Any Time Prior To Contract Award, Without Thereby Incurring Any Liability To The Affected Bidder Or Bidders. 8. The Provision Of R.a. 9184 And Its Implementing Rules And Regulations (irr) Shall Govern All Particulars Relative To Eligibility, Bid Security, Performance Security, Pre-bid Conference, Bid Evaluation, Post Qualification And Award Of Contract. 9.
