Prospective Bidders Shall Have Available Area/s For The Comprehensive Site Development Subject Of Its Bid Within The Areas With Completed Survey, Mapping And Planning Activity, As Certified By The Cenro Concerned Including The Nursery Site, Corporate History For The Last 5 Years Community Based Program For Forestry Activities, Organizational Technical And Financial Capability, Comprehensive Site Development Plan, Project Organizational Structure, List Of Technical Staff & Consultant, Should Have Nursery Duly Accredited By Denr And Or Bureau Of Plant Industry (bpi) And Have Its Own Area Located With The Identified Areas Of Comprehensive Site Development (csd) Contract. 7. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using A Non-discretionary “pass/fail” Criterion As Specified In The Implementing Rules And Regulations (irr) Of Republic Act (ra) 9184, Otherwise Known As The “government Procurement Reform Act”.
