Description 1. The Provincial Environment And Natural Resources Office Of Camarines Sur, Through The National Expenditure Program (nep), Intends To Apply The Sum Of Two Million Four Hundred Thirty Thousand Pesos Only (php 2,430,000.00) Being The Approved Budget For The Contract (abc) To Payments Under The Contract Implementation Of The Enhanced National Greening Program (engp) – Comprehensive Site Development For Cy 2024: 90 Ha (other Fruit) Lamon Goa And Del Carmen/pinamihagan, Lagonoy-tambang River Watershed With Identification Number Pcs-engp-csd-2024-007. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At Bid Opening. 2. The Herein Procurement Activity Is Part Of The Early Procurement Activity Of Penro Camarines Sur And Shall Be Governed By The Guidelines Stipulated In Appendix 31 (guidelines On The Implementation Of Early Procurement Activities) Of The Implementing Rules And Regulations Of Ra 9184. 3. The Provincial Environment And Natural Resources Office Of Camarines Sur Now Invites Bids For The Above Procurement Project With Scope Of Work As Follows: A. Seedling Production/procurement B. Site Preparation And Planting C. 1st Cycle Protection And Maintenance Of Established Plantation Completion Of The Works Is Required Within The Expected Contract Duration Of One (1) Year Based On The Approved Contract, Terms Of Reference, And Bill Of Quantities. Bidders Should Have Completed, Within Ten (10) Years From The Date Of Submission And Receipt Of Bids, A Contract Similar To The Project With A Value Of At Least 50% Of The Abc, And Have Key Personnel, Tools, And Equipment Available For The Execution Of The Contract. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary “pass/fail” Criterion As Specified In The 2016 Revised Implementing Rules And Regulations (irr) Of Republic Act (ra) No. 9184 Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Partnerships, Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines, And To Citizens Or Organizations Of A Country The Laws Of Regulations Which Grant Similar Rights Or Privileges To Filipino Citizens, Pursuant To Ra No. 5183. 5.
