Bidders must submit details of executed works using Appendix-17 & 17A, including completion certificates specifying work nature, scope, actual cost, and completion date. For private clients, additional documents are required. At least 80% (value-wise) of the work must be completed for substantial completion. Only substantial partners (≥26% share in a JV/consortium) are considered. If the work includes non-similar tasks, the client's certificate must specify the similar work's value. Certificates must be stamped (unless issued before 01/07/2019). Completed work values are updated to the tender submission month's price level, accounting for inflation. In JVs/consortiums, full work value is considered if done by the same entity; otherwise, it's based on percentage participation. Each substantial partner in a JV/Consortium must have experience executing at least one similar work of minimum 40% of the NIT value in the last five years. Non-substantial partners (less than 26% participation) must have executed at least one similar work of minimum 20% of the NIT value in the last five years.

Bidders must be registered on the specified e-tendering portal and the authorized signatory must possess a valid Class-II or Class-III digital signature for document upload. A detailed description of all equipment, schematic drawings, potential problems or hazards, installation plans, testing and commissioning details, system software and hardware validation documents, safety integrity level details, reliability, availability, maintainability, safety, service-capacity, and recoverability information must be provided. A bill of quantities must be submitted for each equipment/system/subsystem. Method statements for installation, addition, and/or deletion of equipment must also be provided.
