Description Request For Proposal Procurement Of Consultancy Services (firm (organization/institution) Or Individual) For The Development Of Guidelines In The Media Reporting/coverage On Children For A Maximum Of 150 Calendar Days Rfp No. 24-0068 Np-svp 1. The Council For The Welfare Of Children (cwc), Through Its Bids And Awards Committee (bac), Intends To Apply The Sum Of Four Hundred Eighteen Thousand Pesos Only (₱418,000.00) Being The Approved Budget For The Contract (abc) For The Procurement Of Consultancy Services (firm (organization/institution) Or Individual) For The Development Of Guidelines In The Media Reporting/coverage On Children For A Maximum Of 150 Calendar Days (rfp No. 24-0068 Np-svp); 2. The Cwc Is Mandated To Organize Inter-agency Meetings To Strengthen Collaboration And Ensure Adherence To Regulations And Provisions Outlined In Ra 11188 Or The Special Protection Of Children In Situations Of Armed Conflict Act, With An Overarching Focus On Safeguarding The Welfare Of Children In The Said Context. The Primary Objective Was For The Member Agencies To Collaborate And Share Best Practices In Addressing And Dealing With Matters Regarding The Implementation Of Ra 11188, Harmonizing Their Protocol, And Avoiding Conflicts In Their Csac Programs. The Children In Situations Of Armed Conflict Advocacy And Communication Planning Workshop Was Initiated By The Cwc, As The Chair Of The Inter-agency Council On Children In Situations Of Armed Conflict (iac-csac) – An Entity Established By The Virtue Of Republic Act No. 11188. Based On The Workshop Outputs, One Of The Main Issues To Be Addressed Was The Lack Of Knowledge On And Importance Of The Csac Law. The Participants Identified Key Audiences That Can Advocate The Rights Of Children In Situations Of Armed Conflict, Irrespective Of The Circumstances. Influences Such As Media And Content Creators, Were Considered To Have A Key Role In Mainstreaming The Csac Law. If Informed, They Can Provide Significant Contributions In Sharing The Advocacy Of Csac. They Also Have The Role And Responsibility To Push For Accountability Among Duty Bearers. The Iac-csac, Through The Cwc, Envisions The Development Of Guidelines In The Media Reporting And Coverage Of Cases On Children, Which Contains Operational Definitions Or Proper Terminologies And Reporting Ethics, Among Others, And Is Relevant To The Current Issues And Corresponding Laws On Children. This Is To Level-off The Understanding Of The Relevant Child Protection Laws, Including Csac, And Its Implications To The Work Of Communication Professionals And Media Practitioners, Including Content Creators. Media Practitioners And Content Creators Must Gain Complete Awareness On How To Strengthen And Promote Children’s Rights While Adhering To Objective, Factual, And Child-sensitive Reporting, Without Compromising Their Right. Thus, This Procurement Requirement To Hire A Consultancy Services (firm/individual) For The Development Of Guidelines In The Media Reporting/coverage On Children. 3. Scope Of Work And Functions Of The Consultant The Consultant’s Scope Of Work And Functions Are As Follows: • Mapping And Review Of Existing Media Guidelines And Other Relevant Documents, Including Those Undertaken By Other Organization; • Analysis Of Communication Gaps/issues On The Media Reporting/coverage/ Portrayal Of Children; • Consultation Meeting/s With Cwc And/or Stakeholders; • Prepare And Facilitate The Consultation/ Validation Workshop/s Based On The Technical Work Plan Or Inception Report; • Develop The Draft Media Guidelines, And Revise/enhance As Necessary; • Develop The Translated Versions Of The Media Guidelines Into Philippine Native Languages. 4. Expected Output/deliverables The Consultant’s Expected Output/deliverables Are: • Provide A Performance Security Amounting To 5% Of The Total Contract Price Awarded Upon The Issuance And Conforme Of Notice Of Award; • Inception To Include Details Of The Activities With Proposed Methodology And Timeline, And Initial Mapping/review Of Existing Media Guidelines Or Other Relevant Documents, Including Those Undertaken By Other Organizations; • Minutes Or Documentation Of The Consultation Meeting/s Attended; • Engage Resource Speakers Or Industry Practitioners, As Necessary Who May Support In The Delivery Of The Course And Topics; • Prepare And Conduct Actual Facilitation Of The Consultation Workshop And Consultation/validation/pilot-testing Of The Media Guidelines (online/face-to-face/hybrid); • Minutes Or Documentation Of The Consultation Workshop Including The Breakout Sessions, Meetings And Consultation/ Validation/ Pilot-testing; • Provide Digital Copies Of Handouts And Workshop Materials; • Develop Key Messages Which Can Be Used By The Media Practitioners When Covering/featuring News Reports Or Stories On Children; • Draft And Enhanced Media Guidelines In The Reporting/covering Of News/stories On Children; • Develop The Translated Versions Of The Media Guidelines Into Philippine Native Languages; • Submit A Terminal Report Containing The Entire Documentation And Assessment Of The Consultation/ Validation/ Pilot-testing Of The Media Guidelines, Together With The Communication Gap Analysis, And Recommendations For Future Undertakings. The Consultant Shall Work Under The Direct Supervision Of The Public Affairs And Information Office (paio) And In Coordination With The Office Of The Executive Director. 5. The Qualifications And Requirements Must Be Met Prior To Engaging Its Services; It Shall Be Evaluated By The End-user (paio) And The Bids And Awards Committee (bac) Based On The Following Technical Evaluation Criteria: Criteria Rating A. Educational Background Qualification Requirements Of The Individual Or Head Consultant Of The Organization/institution 25% • Graduate Of A Four-year Course In Any Of These Field: Mass Communication, Public Relations, Advertising, Marketing, Visual Communication, Multimedia Rats, Development Communication, And Other Communication Related Courses; • Master’s Degree In A Relevant Discipline Is Preferred (a Doctorate Is An Advantage, But Not Required); • Engage In Education, Consulting, And Training Services In The Field Of Communications And/or Other Similar Or Related Activities For At Least Five (5) Years; And B. Work Experience/s Qualification Requirements Of The Individual Or Head Consultant Of The Organization/institution 75% • With Previous Or Ongoing Engagements With At Least Five (5) Institutions In A Similar Or Related Program Or Activity, And Any Of Which Were Engagements With National Or Regional Government Agency, Local Government Organization, Or Any Instrumentalities Of The Government • Has A Minimum Of Five (5) Years’ Relevant-working Experience And Has An Extensive Work Experience/ Proven Professional Record Of Working In The Field Of Advocacy And/or Communications, Policy, Campaign, And Other Related Disciplines • Identified Or Designated Resource Person And/or Facilitator/s Must Be A Graduate Of A Four-year Course With At Least Three (3) Years Of Work Experience In Delivering Programs Or Services In The Field Of Advocacy And/ Or Communications Total 100% 6.
