Description Request For Proposal Procurement Of Consultancy Services (individual/firm/institution) For The Makabata Helpline 1383 Program Implementation Review Rfp No. 25-0029 Np-svp The Council For The Welfare Of Children (cwc) Is The Focal Inter-agency Body Of The Philippine Government For Children, Mandated To Coordinate The Implementation And Enforcement Of All Laws; And Formulate, Monitor, And Evaluate Policies, Programs, And Measures For Children. As The Pandemic Aggravated The Already Existing Risk Of Children To Abuse, Neglect, And Exploitation, Cwc Saw The Need To Establish A Helpline Where Children Can Easily Communicate Or Report Any Child Rights Violation. Given This Mandate, Cwc Undertook The Creation And Management Of The Makabata Helpline Through The Project Management Team In 2022 Under The Monitoring And Evaluation Division. Its Establishment Was A Precedent Of The Covid-19 Pandemic That Exacerbated The Risks Of Children To Abuse (both Online And Offline), Neglect, And Exploitation Which Did Not Only Affect Them Physically But Also Psychologically And/or Mentally. Hence, The Makabata Helpline Project Evolved Into A Platform For Children To Report Any Form Of Violence, Abuse, Exploitation, Psychosocial Problems Experienced By Themselves And/or Other Children. In July 2023, The Makabata Helpline Project Integrated The 1383 Number As The Helpline Number And System, Not Only To Facilitate And Refer To Csac Cases But All Incidents Of Violence Against Children. The Makabata Helpline 1383 Aims To Foster Enhanced Coordination Among Stakeholders, As Well As With Various Existing Hotlines, Which Would Improve The Delivery Of Services Dedicated To The Protection Of The Rights Of Every Filipino Child. The Cwc Also Envisions Makabata Helpline 1383 To Promote And Protect Children And Their Families Against Any Child Rights’ Violations Through Immediate Coordination And Prevention Measures; To Connect And Coordinate With All Existing Helpline Services For Children, Adolescents, Their Parents, And The Community For Preventive Interventions. Currently, It Utilizes Mobile Phone Numbers, E-mails, Egov Super App, And Other Social Media Platforms As Channels For Receiving Reports. On December 6, 2024, President Ferdinand R. Marques Jr. Signed Executive Order (eo) No. 79 S. 2024, Institutionalizing The Makabata Helpline 1383 As The Central Reporting System For All Issues And Concerns Relating To Children In Need Of Special Protection (cnsp). Given That This Initiative Is Already In Its Third Year Since Its First Launching In November 2022, The Project Management Office With The Assistance Of A Consultant, Will Conduct A Program Implementation Review To Review And Assess Its Operation. The Pmo Shall Look Into The Issues And Concerns Encountered Over The Years And Will Also Review Best Practices During Its Implementation And Try To Develop A More Updated Policies And/or Plans That Will Serve As Its Guide In Its Succeeding Years Of Operation. I. Project Details I. Objectives The Consultancy Aims To Lead The Pmo On The Assessment, Review, And Evaluation Of The Implementation Of The Makabata Helpline 1383 Program And The Project Management Office As A Whole. The Following Are The Specific Objectives Of The Activity. A. Performance Objective: To Review, Assess, And Evaluate The Three-year Performance Of Makabata Helpline 1383 For Cy 2022-2024. B. Enabling Objectives: A. Enumerate The Accomplishments Vis-a-vis Goals And Objectives; B. Identify Facilitating And Hindering Factors Encountered In The Implementation Of The Program; C. Identify Strategies And Measures Needed To Address Implementation Issues And Concerns, And D. Provide Inputs Necessary To Enhance The Pmo’s Manual Of Operations Ii. Methodology The Makabata Helpline 1383’s Program Implementation Review Will Be Facilitated By The Consultant With The Following Expertise: A. Facilitation Skills In Conducting Program Implementation, Review, And Evaluation; B. Assessment And Analysis Of The Program; C. Documentation Skills. The Activity Will Ensue For Five (5) Days And Will Be Facilitated By Three (3) Resource Persons (speaker, Facilitator, And Documenter) From The Private Sector (individual Or Group) Under The Following Methodologies: A. Establishing Ground Rules; B. Icebreakers And Energizers; C. Presentations And Visual Aids; D. Brainstorming; E. Lecture-discussion; F. Question Or Suggestion Box; G. Workshop Or Team Activity; H. Reflective Learning. The Consultant Shall Also Have The Discretion To Utilize Other Training Methods And Strategies As Deemed Necessary And Appropriate. The Consultant Must Also Comply With The Principles Of Complete Staff Work To Ensure Effective And Efficient Delivery Of Key Tasks And Expected Outputs In Accordance With The Stipulations Of The Terms Of Reference (tor) And Contract. Ii. Qualifications And Requirements For The Consultant The Cwc, Through The Makabata Helpline 1383, Shall Hire A Consultant Who Must Be A Registered Individual (individual Consultant) Or Set Of Individuals (firm/institution). The Qualifications And Requirements Must Be Met Prior To Engaging Its Services. The Consultant Shall Be Evaluated By The End-user And The Bids And Awards Committee (bac) Based On The Following Technical Evaluation Criteria. . Technical Evaluation Criteria Rating 1. Minimum Qualifications 25.00% 1. Registered Under The Philippine Government Electronic Procurement System (philgeps) And Duly Notarized Omnibus Sworn Statement; 5.00% 2. With At Least Three (3) Years Of Experience Working With Government Agencies And Private Organizations That Cater To Children; 10.00% 3. Superior Skills In Relevant Functional Competencies Such As But Not Limited To: Data And Report Management, Program And Project Management, Presentation And Facilitation, And Oral And Written English And Filipino Communication; And 10.00% 2. Preferred Qualifications (competency-based) 50.00% 1. Familiar With The Functions, Mandates, Roles, And Structures Of The Council For The Welfare Of Children (cwc); 10.00% 2. Must Have A Minimum Of Three (3) Years Of Work Experience/ Background And/or An Excellent Grasp On Child Rights And Gender Equality Including The Different Issues And Concerns On Children; And 15.00% 3. With Extensive Experience In Conducting Workshops/training/capacity-building Activities And Knowledge Of The Topics Identified 15.00% 4. With Previous Engagements With Cwc And/ Or Ongoing Engagements For At Least Three (3) Years With Other Agencies Or Organizations Working For/with Children. 10.00% 3. Facilitate And Conduct Of The Workshop Based On The Agreed Program Of Activities; E. Make The Necessary Adjustments During The Actual Workshop Schedule To Address Significant Concerns Raised Within The Scope Of The Topics/activities; F. Provide Copies Of The Presentation Used During The Workshop; And; G. Submit Documentation Report; H. Create A 3-year Program Implementation Report; And I. Consolidate The Inputs For The Enhancement Of The Makabata Helpline 1383’s Manual Of Operations Ii. Pmo As Secretariat: A. Provide Relevant Documents Needed; B. Facilitate The Conduct Of The Preparatory Activities Leading To The Efficient Conduct Of The Workshop; C. Provide Materials Needed For The Conduct Of Workshop; D. Facilitate Invitation With The Cwc Staff And Prepare Logistical Support; E. Facilitate The Issuance Of Consultant’s Certificate Of Completion And F. Pay The Consultant The Of Two Hundred Thousand Pesos (p200,000.00) Or The Bid Contract, Inclusive Of Tax. V. Project Duration And Budgetary Requirements The Makabata Helpline 1383’s Program Implementation Review Shall Be Implemented By Within Four (4) Months After Contract Conforme.
