Description Request For Proposal Procurement Of Consultancy Services (individual) For The Development Of The Philippine National Multi-sectoral Strategic Plan On Children In Street Situations (pnmspp-ciss) 2025-2030 And Milestone Review And Evaluation Workshop (2nd Posting) Rfp No. 24-0205 Np-svp 1. The Council For The Welfare Of Children (cwc), Through Its Bids And Awards Committee (bac), Intends To Apply The Sum Of One Hundred Twenty Thousand Pesos Only (₱120,000.00) Being The Approved Budget For The Contract (abc) For The Procurement Of Consultancy Services (individual) For The Development Of The Philippine National Multi-sectoral Strategic Plan On Children In Street Situations (pnmspp-ciss) 2025-2030 And Milestone Review And Evaluation Workshops (2nd Posting) (rfp No. 24-0205 Np-svp); 2. In 2017, The Un Committee On The Rights Of The Child Published General Comment No. 21 On Children In Street Situations (gc 21) Which Prompted The Council For The Welfare Of Children To Lead Efforts To Re-establish An Interagency Network To Focus On The Issues And Concerns Faced By Children In Street Situation Gc 21 Encouraged States To Establish A Comprehensive, Long-term National Approach To Children In Street Situations Using A Holistic Child Rights-based Approach That Addresses Both Prevention And Response. With Widespread Of The Covid 19 And The Government’s Strict Implementation Of Restrictions And Quarantine In 2020, One Of The Concerns Is How To Protect Children In Street Situations. The National Government Understands The Importance Of Establishing A Comprehensive Plan And The Conduct Of Reach Out While Also Ensuring Their Survival And Safety During The Pandemic. To Date, There Is No Definitive Baseline Data On How Many Children Are In Street Situations In The Philippines. However, It Is Clear That The Numbers Are Significant And The Needs Of This Group Are Urgent. Thus, The Importance Of Developing A Strategic Plan That Serves As The Government’s Pioneer Program Framework Designed To Holistically Address The Challenges And Concerns Of Children In Street Conditions. To Proceed, The Subcommittee Must Conduct A Milestone Assessment And Evaluation Of The Philippine National Multi-sectoral Strategic Plan On Children In Street Situations 2021-2025 Prior To Its Operationalization Over The Following Six Years. Thus, This Procurement Requirement To Hire An Individual Consulting Services For The Development Of The Pnmspp-ciss). 3. Scope Of Work/ Roles And Responsibilities Of The Consultant The Consultant’s Scope Of Work/ Roles And Responsibilities Are As Follows: • Conduct All Activities Relative To The Project; • Submission Of Inception Report Immediately Upon Hiring; • Conduct Milestone Review And Evaluation Of The Philippine National Multi-sectoral Strategic Plan On Children In Street Situations (pnmssp-ciss) From 2021-2025 With The Subcommittee On The Protection And Welfare Of Children In Street Situations (sc-pwciss) Members Together With Its Chairpersons’, And The Sc Secretariat; • Develop A Comprehensive Analysis And Evaluate Of The Milestone Of Pnmssp-ciss From 2021-2025; • Create An Expert Recommendations And Actionable Strategies To Improve And Develop The New Pnmssp-ciss (catch-up Plan) For 2025-2030 In Accordance To A Child Protection Policy And Safeguarding Protocol; • Present The Final Draft As Packaged During The Conduct Of The Sc-pwciss Regular Meeting For Review And Approval; • Submit Both In (a) An E-file Of Final And Approved Draft In Word Version, And (b) Camera-ready Version For Printing, And (‘c) Hard And Soft Copies, Necessary Comments, Recommendations, And Other Suggestions To Be Incorporated In All The Required Reports And Documentations Emanating From The Terms Of Reference; • Submit Both In An E-file And Approved Version Of The Comprehensive Results Of The Review And Evaluation And Catch-up Plan Of The Pnssmp-ciss To The Subcommittee On The Protection And Welfare Of Children In Street Situations Focal Person And Secretariat. 4. Expected Output/deliverables The Consultant’s Expected Output/deliverables Are: A. Inception Report With Work Plan; B. Facilitate And Document A Milestone Review And Evaluation Of The Pnssmp-ciss From 2021-2025 Using The Prescribed Monitoring And Evaluation Form Produced Intended For The Four (4) Day Workshops; C. Submission Of E-file Of Final And Approved Draft In Word Version, (a) Approved Summary/ Briefer, And (b) Camera-ready Version For Printing; D. First Draft Of Pnssmp-ciss Milestone Review And Evaluation; E. Revise First Draft Pnssmp-ciss Milestone Review And Evaluation Incorporating The Inputs/comments From Members Of The Subcommittee And Sc Secretariat; F. Final Draft Of Pnssmp-ciss Milestone Review And Evaluation The Consultant Shall Work Under The Direct Supervision Of The Policy, Planning And Research Division (pprd), And In Coordination With The Office Of The Executive Director. 5. The Qualifications And Requirements Must Be Met Prior To Engaging Its Services; It Shall Be Evaluated By The End-user (pprd) Based On The Following Technical Evaluation Criteria: Criteria Rating Must Have A Degree, Preferably Post-graduate, In Any Social Science Discipline Such As Sociology, Social Work/ Development. Having A Degree And/or An Ma/msc In A Relevant Social Science Field Is Highly Appreciated. Having Certificate Courses On Organization Development And Strategic Planning Are Highly Appreciated Also 15% Must Have An Extensive Experience In Developing Complex Assessment And Evaluation Of Data Including Government Policies And Programs And Proven Track Record Of Facilitation And Leading To Multi-partner Consultative Process; 25% Must Have A Minimum Three (3) Years Of Work Experiences/background And/or Excellent Grasp On Child Rights And Monitoring And Evaluation Of Strategic Plan Especially On Children In Street Situations; 25% Possesing A Critical Analysis Skillset And Expertise In Gathering And Analyzing Data On Child And Young People’s-related Issues And Concerns 10% Must Have Technical Report Writing And Documenting Related Activities On Children; 15% Excellent Oral And Written Communication Skills And Has Worked With The Government And Non-government N Various Programs And Projects On Children And Other Similar Sectors. 10% Total – 100% (passing Rate – 85%) 100% 6.
