Description Request For Proposal Procurement Of Consultancy Services (individual) For The Finalization Of The Council For The Welfare Of Children’s Child Protection Policy In The Workplace For Four (4) Months (3rd Posting) Rfp No. 24-0098 Np-svp 1. The Council For The Welfare Of Children (cwc), Through Its Bids And Awards Committee (bac), Intends To Apply The Sum Of Two Hundred Fifty Thousand Pesos Only (₱250,000.00) Being The Approved Budget For The Contract (abc) For The Procurement Of Consultancy Services (individual) For The Finalization Of The Council For The Welfare Of Children’s Child Protection Policy In The Workplace For Four (4) Months (3rd Posting) (rfp No. 24-0098 Np-svp); 2. The Cwc, Through Presidential Decree No. 603 Also Known As “the Child And Youth Welfare Code” And Executive Order No. 233, S. 1987, Is The Focal Inter-agency Coordinating Body Of The Philippine Government Mandated To Coordinate The Formulation, Review, Monitoring, And Evaluation Of All Policies, Plans, Programs, And Measures Focused On Children. In Light Of This Mandate And As One Of The Mechanisms For The Participation Of Children, The Cwc Secretariat Developed Its Child Protection And Safeguarding Policy (cpsp), In 2014 To Increase Awareness Of Child Rights, Specifically Protection From Harm Or Abuse To Children, As Well As Prepare Them To Deal With Any Incident That Might Occur While They Are Working Or Dealing Directly Or Indirectly With Children. In 2023, A Three-day Writeshop Was Conducted With An Ad Hoc Technical Working Group (twg) To Revise Cwc’s Existing Cpsp With The Aim Of Aligning The Policy To Republic Act No. 11313, Otherwise Known As The “safe Spaces Act”, Ensuring That It Can Be Used With The Advent Of The “new Normal”, Making It Consistent With Cwc’s Implemented Health And Safety Protocols, And Incorporating Updates, Amendments, And New Related Issuance To The Philippine Laws, National Plans, And Framework For Children, If Any. Thus, This Procurement Requirement To Hire A Consultancy Services (individual) For The Finalization Of The Cwc’s Cpp In The Workplace, As Well As Review And Assess The Working Draft Of The Cpsp. 3. Scope Of Work/ Roles And Responsibilities Of The Consultant The Consultant’s Scope Of Work/ Roles And Responsibilities Are As Follows: • Prepare And Submit Work Plan For The Entire Duration Of Consultancy; • Present Framework And Methodology To Be Used In The Analysis And Capacity-building Process; • Analyze And Present The Report On The Cpsp Based On Approved Framework And Methodology With The Support Of Relevant Inputs, Researches, And Additional Reports From Concerned/implementing Stakeholder; • Conduct Validation Meeting/s With Cwc’s Ad Hoc Twg To Present Ad Gather Inputs On The Final Child Protection Policy; • Analyze Training Needs Of Cwc Staff When It Comes To Their Baseline Knowledge Of Child Protection And Safeguarding; • Develop Training Material/s Based On The Final Cpsp And Identified Training Need; Conduct Of One-day Orientation With Concerned Cwc Staff On The Implementation Of Cwc’s Cpsp; • Conduct Of One-day Orientation With Concerned Cwc Staff On The Implementation Of Cwc’s Cpsp; • Submit Report That Contains: A.) Policy Analysis And Evaluation, B.) Training Needs Analysis; • Submit The Final Cpsp That Incorporate Inputs From The Analysis And From Concerned Stakeholder/s • Submit Final Documents With Camera-ready Version, Including Electronic File Copies Of All Instruments/reference Materials; And • Provide A Performance Security Amounting To 5% Of The Total Contract Price Awarded Upon The Issuance And Conforme Of Notice Of Award. 4. Expected Output/deliverables The Consultant’s Expected Output/deliverables Are: • Consultancy Work Plan, To Include A Proposed Framework For The Policy Analysis And Evaluation, And For The Training Gaps Analysis; • Policy Analysis And Evaluation Report; • Final Cpsp Document; • Training Gaps Analysis Report • Child-friendly Training Material/s And/or Presentation For The Cpsp Orientation • Electronic File Copy Of All The Instruments Used: A. Analysis And Evaluation Report B. Training And Presentation Material/s C. Final Reports With Camera-ready Version D. Reference Material (researches, Reports, Guide, Notes, Among Others) The Consultant Shall Work Under The Direct Supervision Of The Policy, Planning And Research Division (pprd), And In Coordination With The Office Of The Executive Director. 5. The Qualifications And Requirements Must Be Met Prior To Engaging Its Services; It Shall Be Evaluated By The End-user (pprd) Based On The Following Technical Evaluation Criteria: Criteria Rating • A University Degree In One Of The Following Fields Is Required: Public, Policy Administration, Social Policy, Social Sciences, Social Development, Social Work, Community Development, Or Another Relevant Technical Field; 10% • Must Have Extensive Experience In Child Protection, Policy Development, Training Needs Analysis, And Capacity-building 30% • With At Least Five (5) Years Of Relevant Work Experience/ Background In Child Protection Programming, Development, And Delivery Of Trainings, And/or Excellent Understanding On Children’s Rights; 30% • Must Have Technical Report Writing And Documenting Skills; 15% • Must Have Excellent Oral And Written Communication Skills; 10% • Should Be Philgeps Registered 5% Total 100% 6.
