The bid capacity required in the given tender can be calculated using the formula: Bid capacity = A x N x 1.5 - B Where: A = Maximum annual turnover in any one year during the last five years (updated to 2023-24 price level) N = Number of years prescribed for completion of works for which bids are invited B = Value, at price 2023-24 level, of existing commitments and on-going works to be completed during the period of completion of the works for which bids are invited. The condition for bid capacity is: Bid capacity > Value of the work. Additionally, the following formulas and values are relevant: - Similar Works Requirement: - For three works: 3 * 0.4 * Estimated Cost - For two works: 2 * 0.5 * Estimated Cost - For one work: 1 * 0.8 * Estimated Cost - Average Annual Financial Turnover Requirement: 0.5 * Estimated Cost (average over the last 5 years) - Working Capital Requirement: 0.3 * Value put to tender The bid capacity should be greater than the value of the work. The bidder should enclose the bid capacity, and any discrepancy found later will lead to the cancellation of the proposal. The value of the work can be inferred from the conditions for similar completed works, which are: - Three similar completed works costing not less than 40% of the estimated cost (3 works x minimum value of Rs. 137.74 Lakhs, excluding GST) - Two similar completed works costing not less than 50% of the estimated cost (2 works x minimum value of Rs. 172.17 Lakhs, excluding GST) - One similar completed work costing not less than 80% of the estimated cost (1 work x minimum value of Rs. 275.48 Lakhs, excluding GST) The average annual financial turnover during the last 5 years should be at least 50% of the estimated cost, which is Rs. 172.17 Lakhs x 5 years (Minimum of Rs. 860.87 Lakhs during the last five years). The minimum amount of liquid assets and/or credit facilities net of other contractual commitments of the successful Bidder shall be 30% of the tender value of work. The available bid capacity will be calculated as under: Assessed Available Bid capacity = (A x N x 1.5 - B) Where A = Maximum annual turnover in any one year during the last five years (updated to 2023-24 price level). N = Number of years prescribed for completion of works for which bids are invited. Bidders who meet the minimum qualification criteria will be qualified only if their available bid capacity is more than the total bid value.
