Background As A Member And The Secretariat Of The Interagency Council On Violence Against Women And Their Children (iacvawc), The Philippine Commission On Women (pcw) Has Initiated The Development Of The Fourth Strategic Plan For The Council: The National Action Plan To End Violence Against Women (nap Evaw) 2025-2030. The Nap-evaw Serves As A Framework For Stakeholders To Prevent And Respond To Violence Against Women. It Embodies The Country’s Vision Of A Future Where Gender Equality And Peaceful, Respectful Relationships Allow Both Women And Men To Fully Realize Their Potential And Lead Productive, Meaningful Lives. The Nap-evaw Consists Of The Following Parts: Part I: The Rationale And Mandate For The Nap-evaw, Which Discusses The Legal Mandate And Justification For The Plan. Part Ii: Guiding Principles For The Nap-evaw, Which Outlines The Principles That Underpin The Development And Implementation Of The Plan. Part Iii: Situation Analysis, Which Describes The Situation Of Violence Against Women And Highlights The Need For A Comprehensive, Long-term Approach To Addressing Its Root Causes. Part Iv: Strategic Results To Be Achieved And Key Strategies, Which Outlines The Desired Results And The Key Strategies And Activities That Should Be Prioritized To Achieve Them. Part V: Funding, Implementation, Monitoring, And Evaluation Of The Nap-evaw, Which Details How The Plan Will Be Funded, Implemented, And Monitored, As Well As The Roles Of Various Stakeholders. Part Vi: Detailed Presentation Of Strategies And Activities According To Key Result Areas, Outcomes, And Outputs, Including Lead And Partner Implementing Entities. Therefore, There Is A Need To Engage The Services Of A Layout And Graphic Artist To Package And Layout The Nap-evaw For Printing And Dissemination. B. General Objective The Overall Objective Of This Engagement Is To Develop A Print-ready, Professional Layout And Design Of The Nap-evaw To Support The Implementation Of Ra 9262. C. Scope Of Work A. The Contractor Shall Package, Layout, And Design The Cover And Contents Of The Nap-evaw, Including All Tables, Annexes, Titles, Headlines, Subheadings, Graphics, Photos, References, Text In Figures And Boxes, Captions, Sources, And Covers. B. The Contractor Shall Regularly Discuss The Progress Of The Layout, Design, And Packaging Of The Plan With The Iacvawc Secretariat. C. The Contractor Is Expected To Conduct Design Research To Ensure The Appropriateness Of The Graphics And Layout, In Consultation With The Iacvawc Secretariat. O The Contractor Shall Provide At Least Three (3) Prototype Designs For The Cover And Inside Pages, Including Descriptions Of The Interpretations Of Colors, Shapes, And Other Symbolism Used. The Design And Layout Should Be Appealing And Reader-friendly. O The Contractor Shall Define Printing Specifications In Consultation With The Secretariat. D. At Least One (1) Year Of Work Experience In Designing, Layout, And Packaging Handbooks, Development Plans, Manuals, And Other Published Technical Materials, Preferably Women-related Publications, Posters, Or Documents. 2. Must Have An Artistic Sensibility Regarding Design Elements Such As Font Compatibility, Color Schemes, And Symbolism. 3. Experience And Skill In Designing Graphics And Illustrations. 4. Working Knowledge Of Layout Software (e.g., Pagemaker, Publisher, Indesign) And Design Programs (e.g., Canva, Photoshop, Illustrator, Corel). 5. Knowledge Of And Familiarity With Gender Issues And Violence Against Women, Is Preferred. 6. Ability To Work Within The Given Time Frame And Regularly Consult Pcw With Regard To Proposed Revisions. 7. A Graduate Of Fine Arts Or Any Related Field, Preferably With Training In Graphic Design, Illustration, And Layout. 8. Experience Working With Government Partners And Other Stakeholders. 9. Must Be Registered With The Philippine Government Electronic Procurement System (philgeps) As A Legitimate Provider For Consultancy Services. H.
