The Commission On Elections (comelec), Through Its Bids And Awards Committee (bac) Will Undertake Small Value Procurement And Invites Interested Entities To Submit Their Quotation For The Repair And One (1) Year Preventive Maintenance For The One (1) Unit Uninterruptible Power Supply (ups) Of The Information Technology Department Network Administration Server Room, With The Details As Follows: Item Description Qty. Total Approved Budget For The Contract (₱) (vat Inclusive) Repair And Preventive Maintenance For The Ups 1 Lot 990,000.00 Payment Terms: Thirty (30) Days • As Per Terms Of Reference. • Automatic Debit Arrangement (ada) Through Land Bank Of The Philippines (lbp) Facilities, For Other Commercial Bank, Applicable Bank Charges Shall Be For The Account Of Supplier. The Supplier Shall Submit Bank Details Together With Billing Statement/ Invoice For Ready Reference. 2. For Bidders/suppliers/service Providers Information: A) For Detailed Specifications & Requirements Of The Project, Please Refer To Bidder’s Quotation Form Attached As Annex A. B) This Project Shall Be Awarded Per Lot; Bidder Must Quote/bid For All Items In A Lot; C) Bids/price Quotations Received In Excess Of The Total Abc Per Lot Shall Be Automatically Rejected; D) Bids/price Quotations That Are Within The Abc Per Lot, Regardless If The Price Offered For Other Items In The Lot Exceeds Their Respective Abc Per Item, May Be Considered For Award If Proven To Be The Lowest Calculated And Responsive Bid Among All Other Bids/quotations; And E) In Case Of Tie In Offer/quotation Per Item, Gppb Circular 06-2005 Shall Apply. 3. The Bidder Must Be A Diamond Partner / Tier 1 Of The Existing Brand By The Manufacturer; F. The Bidder Must Be A Partner Of The Existing Brand By The Manufacturer; G. The Bidder Must Have One (1) Employed Assigned Safety Officer. The Assigned Officer Should Have Completed The Training Course From Any Accredited Safety Training Center By The Department Of Labor And Employment And Must Be Employed To The Bidder For At Least Two (2) Years. Certificate Of Employment And Copy Of Certification Shall Be Submitted Along With The Bid; H. The Bidder Must Have An Employed Power And Air Specialist Certified By The Manufacturer. Certificate Of Employment And Manufacturer Training Certificate Shall Be Submitted; I. The Bidder Must Have At Least One (1) Employed Certified Electrical Engineer For At Least One (1) Year To Ensure The Safety Of Comprehensive Maintenance Services For The Ups. Certificate Of Employment And Valid Prc License Shall Be Submitted; J. The Bidder Must Have At Least One (1) Certified Data Centre Professional (cdcp) And Must Be Employed To The Bidder For At Least Five (5) Years, This Is To Ensure High Availability And Improve Key Aspects Such As Power And Cooling And Other Technology Trends In A Data Centre Environment Based On Current And Future Needs. Certificate Of Employment And Copy Of Certificate Shall Be Submitted Along With The Bid; K. The Bidder Shall Conduct Site Survey Or Site Inspection Prior To The Submission Of Bid As To Understand Each Undertaking Details And Status Needed On The Critical Equipment Of Gomelec. Comelec Shall Issue A Certification Of Site Inspection To The Prospect Bidder Which Shall Then Be Attached Along With The Bid; L. The Bidder Shall Submit Along With The Bid A Service Level Agreement (sla) With At Least Minimum Requirement Of The Technical Support Service Program And Eligibility Requirements Included In The Tor; And M. The Bidder Must Have A Currently Enrolled Client With The Same Family Model And Same Or Higher Capacity Of That Of Comelec As Proof Of Experience In Maintaining The Equipment. Provide At Least Two (2) Existing Clients With Contact Details And Project Description Including The Coverage Period. 6. The Comelec Reserves The Right To Accept Or Reject Any Offer/quotation, To Reject All Offer/quotation At Any Time Prior To Contract Award, To Exclude Any Item Or Reduce The Number Of Units And The Corresponding Abc As Determined By Comelec And To Award The Contract To The Bidder With The Most Advantageous Offer, Without Thereby Incurring Any Liability To The Interested Entities.
