Description 1. The Clark International Airport Corporation (ciac), Through Its 2024 Corporate Operating Budget, Intends To Apply The Sum Of Thirty Million Three Hundred Forty Thousand Eight Hundred Pesos (php30,340,800.00), Inclusive Of Vat Being The Approved Budget For The Contract (abc) To Payments Under The Contract For Procurement Of Consulting Services For The Detailed Architectural And Engineering Design (daed) Of The New Ciac Headquarters (re-bid). Bids Received In Excess Of The Abc Shall Be Automatically Rejected At The Opening Of The Financial Proposals. 2. The Ciac Now Calls For The Submission Of Eligibility Documents For The Procurement Of Consulting Services For The Detailed Architectural And Engineering Design (daed) Of The New Ciac Headquarters (rebid). Eligibility Documents Of Interested Consultants Must Be Duly Received By The Bids And Awards Committee (bac) Secretariat Through The Ciac Records Management Division Office On Or Before 10 September 2024 (tuesday), 10:00am At The Ciac Corporate Office Building, Civil Aviation Complex, Clark Freeport Zone, Pampanga 2023. Applications For Eligibility Will Be Evaluated Based On A Non-discretionary “pass/fail” Criterion. 3. Interested Bidders May Obtain Further Information From The Ciac-bac Secretariat Office And Inspect The Bidding Documents At The Address Given Below During Office Hours, 8:00 A.m. To 5:00 P.m., Monday To Friday. A Pre-eligibility Conference Shall Be Conducted On 28 August 2024 (wednesday), 10:00am At The Ciac Corporate Office Building, Civil Aviation Complex, Clark Freeport Zone, Pampanga 2023. Prospective Bidders Who Are Interested To Participate In The Pre-eligibility Conference Shall Inform The Ciac-bac And Coordinate With The Bac Secretariat Through The Email Address Provided Below. 4. A Complete Set Of Bidding Documents May Be Acquired By Interested Bidders Starting 23 August 2024 (friday) Until The Deadline For The Submission Of Bids From The Given Address And Website Below And Upon Payment Of The Applicable Fee (for Shortlisted Consultant/s) For The Bidding Documents, Pursuant To The Latest Guidelines Issued By The Gppb, In The Amount Of Twenty-five Thousand Pesos (php25,000.00) Either Through Direct Deposit Or Bank Transfer To Any Ciac Bank Accounts. Account Details Shall Be Acquired Through The Bac Secretariat. The Ciac Shall Allow The Bidder To Present Its Proof Of Payment For The Bidding Document Fee In Person Or Through Electronic Means. It May Also Be Downloaded Free Of Charge From The Website Of The Philippine Government Electronic Procurement System (philgeps) At Www.philgeps.gov.ph And The Website Of The Procuring Entity (ciac) At Www.ciac.gov.ph, Provided That Bidders Shall Pay The Applicable Fee For The Bidding Documents Not Later Than The Submission Of Their Bids. 5. The Bac Shall Draw Up The Shortlist Of Consultants From Those Who Have Submitted The Expression Of Interest, Including The Eligibility Documents, And Have Been Determined As Eligible In Accordance With The Provisions Of Republic Act 9184 (ra 9184), Otherwise Known As The “government Procurement Reform Act”, And Its Implementing Rules And Regulations (irr). The Shortlist Shall Consist Of Five (5) Prospective Bidders Who Will Be Entitled To Submit Bids. The Criteria And Rating System For Shortlisting Are: Criteria - Rating - Minimum Passing Rate A. Relevant Experience Of The Consultant - 40% - 28% B. Qualification Of The Key Personnel To Be Assigned Full Time To The Project - 40% - 28% C. Current Workload Of The Consultant Relative To Its Capacity - 20% - 14% Total - 100% - 70% The Prospective Consultant(s) Must Pass The Required Minimum Total Score Of Seventy Percent (70%) On Each Criterion To Be Shortlisted. 6. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using A Non-discretionary “pass/fail” Criterion As Specified In The Irr Of Ra 9184. (i.) Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Cooperatives, And Partnerships Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines. 7. The Procuring Entity Shall Evaluate Bids Using The Quality-cost Based Evaluation (qcbe) Procedure. The Procuring Entity Shall Indicate The Weights To Be Allocated For The Technical And Financial Proposals. The Criteria And Rating System For The Evaluation Of Bids Shall Be Provided In The Instructions To Bidders. 8. The Contract Shall Be Completed Within One Hundred Eighty (180) Calendar Days Or Six (6) Months Reckoned From The Date Stated In The Notice To Proceed (ntp) To Be Issued To The Consultant. 9. The Ciac Reserves The Right To Reject Any And All Bids, Declare A Failure Of Bidding, Or Not Award The Contract At Any Time Prior To Contract Award In Accordance With Sections 35.1, 35.6 And 41 Of The 2016 Revised Irr Of Ra No. 9184, Without Thereby Incurring Any Liability To The Affected Bidder Or Bidders.
