Description 1. The City Government Of Taguig, Through The General Fund Fy 2024, Intends To Apply The Sum Of Forty Nine Million Five Hundred Thousand Pesos (php49,500,000.00) Being The Approved Budget For The Contract (abc) To Payments Under The Contract For The Procurement Of Consulting Services For The Formulation Of The Comprehensive Land Use Plan 2025-2035, Zoning Ordinance, And Other Mandated Plans Of The City Of Taguig. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At The Opening Of The Financial Proposals. 2. The City Government Of Taguig Now Calls For The Submission Of Eligibility Documents For The Above-mentioned Project, Which Has The Following Objectives: A. To Review All Existing Comprehensive Land Use Plan (clup) Of Taguig And The Corresponding Taguig City Zoning Ordinance; B. Prepare The Ecological Profile (ep) And The Climate And Disaster Risk Assessment (cdra); C. Based On The Results Of The Review, Formulate The Clup 2025-2035 And Zo; D. Formulate The Comprehensive Development Plan (cdp) And Local Development Investment Program (ldip) Based On The New Clup; E. To Formulate The Executive And Legislative Agenda (ela) Of The City; F. To Formulate The City Sectoral Studies; G. To Prepare A Flood Control Management Master Plan (fcmmp), And H. To Get Approval And Ratification Of The Updated Clup, Its Corresponding City Zo And All Other Documents Needed To Be Approved By The Appropriate Agencies. Eligibility Documents Of Interested Consultants Must Be Duly Received By The Bac Secretariat On Or Before August 27, 2024 ,8:30 Am At 3rd Floor, Bids And Awards Committee-secretariat Office, Taguig City Hall, General Antonio Luna St., Brgy. Tuktukan, Taguig City. Applications For Eligibility Will Be Evaluated Based On A Non-discretionary “pass/fail” Criterion. 3. Interested Bidders May Obtain Further Information From The Bids And Awards Committee Through Its Secretariat And Inspect The Bidding Documents At The Address Given Below During Office Hours, Monday To Friday, From 7:00 A.m. To 4 P.m. 4. A Complete Set Of Bidding Documents May Be Acquired By Interested Bidders Starting August 19, 2024 From The Given Address Below And Upon Payment Of The Applicable Fee For The Bidding Documents, Pursuant To The Latest Guidelines Issued By The Gppb, In The Amount Of Twenty Five Thousand Pesos (php25,000.00). It May Also Be Downloaded Free Of Charge From The Website Of The Philippine Government Electronic Procurement System (philgeps) And The Website Of The Procuring Entity, Provided That Bidders Shall Pay The Applicable Fee For The Bidding Documents Not Later Than The Submission Of Their Bids. 5. The Bac Shall Draw Up The Short List Of Consultants From Those Who Have Submitted Expression Of Interest, Including The Eligibility Documents, And Have Been Determined As Eligible In Accordance With The Provisions Of Republic Act 9184 (ra 9184), Otherwise Known As The “government Procurement Reform Act”, And Its Implementing Rules And Regulations (irr). The Short List Shall Consist Of Three (3) Prospective Bidders Who Will Be Entitled To Submit Bids. The Criteria And Rating System For Short Listing Are As Follows: Criteria Weight (%) Applicable Experience Of The Consulting Firm - 50% Qualification Of Personnel To Be Assigned To The Job Vis-à-vis Extent And Complexity Of The Undertaking - 30% Current Workload Relative To Job Capacity - 20% Passing Rate: 85% 5.1 The Consultancy Firm Must Have Experience In Providing Technical Services To Highly Urbanized Cities (hucs) In The Philippines Or Abroad In The Field Of Land Use Planning, Zoning, Comprehensive Development Planning, Urban Design, Mapping, And The Like For At Least Ten (10) Years (to Be Verified By The Submission Of List Of Past And Ongoing Projects/engagements Relative To The Qualifications); 5.2 The Consultancy Firm Must Have Provided Actual Technical Services In Comprehensive Land Use Planning And/or Formulation Of Zoning Ordinance In At Least Two (2) Cities In Metro Manila Within The Last Fifteen (15) Years (to Be Verified By The Submission Of At Least Two (2) Certificates Of Satisfactory Completion Or Equivalent Documents Issued By At Least 2 Cities); 5.3 The Consultancy Firm Must Have The Technical Capability To Deliver All The Expected Outputs Enumerated In The Terms Of Reference (tor) As Evident In Its Portfolio Rendering Planning-related Projects (to Be Verified By The Submission Of Portfolio And Proposed Plan Of Approach And Methodology); And, 5.4 The Consultancy Firm Must Have Official Technical Certificate Of Registration To Engage In The Practice Of Environmental Planning, Duly Issued By The Professional Regulatory Board Of Environmental Planning (prboep) And Approved By The Professional Regulation Commission (prc), In Full Accordance With Section 25 Of R.a. No. 10587, The Environmental Planning Act Of 2013 And Its 2014 Irr (to Be Verified By The Submission Of Duly Issued Certificate). 6. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary “pass/fail” Criterion As Specified In The Irr Of Ra 9184. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Cooperatives, And Partnerships Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines. 7. The Procuring Entity Shall Evaluate Bids Using The Quality-based Evaluation/selection (qbe/qbs) Procedure. The Criteria And Rating System For The Evaluation Of Bids Shall Be Provided In The Instructions To Bidders. 8. The Contract Shall Be Completed Within Twelve (12) Months Upon Signing Of The Contract. 9. The City Government Of Taguig Reserves The Right To Reject Any And All Bids, Declare A Failure Of Bidding, Or Not Award The Contract At Any Time Prior To Contract Award In Accordance With Section 41 Of Ra 9184 And Its Irr, Without Thereby Incurring Any Liability To The Affected Bidder Or Bidders. 10.
