Description Request For Expression Of Interest For Urban Development Plan Formulation Project Id No. 2405-414 1. City Government Of Tagbilaran, Through The Appropriation Ordinance No. 23-07 For Cy 2024 Intends To Apply The Sum Of Six Million Five Hundred Thousand Pesos (php6,500,000.00) Being The Approved Budget For The Contract (abc) To Payments Under The Contract For Urban Development Plan Formulation, Project Id No. 2405-414. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At The Opening Of The Financial Proposals. 2. The City Government Of Tagbilaran Now Calls For The Submission Of Eligibility Documents For Procurement Of Consulting Services Of A Local Consultancy Firm/company With Extensive Experience In The Preparation Of Master Development Plans, Tourism Plans Or Urban And Regional Planning Projects In The Philippines Who Shall Prepare And Create The Urban Development Framework Of Tagbilaran City Which Shall Contain The Selected/preferred Conceptual Master Plan, Institutional And Management Setup, Social Management Guidelines, Development Phasing Plan, Financial Study, 3-d Animation And Rendered Perspective, And Infrastructure And Utilities, As Specified In The Terms Of Reference. The Study Area Shall Focus On Potential Areas Within The Political Boundaries Of Tagbilaran City With The Following As Three Priority Areas: The Proposed Waterfront Development Area Which Covers The Heritage District Core And The Central Business District, The Uptown Commercial Complex Where The Central Public Market And The Integrated Bus Terminal Are Located, And The Identified New Growth Area In Barangays San Isidro And Tiptip. Eligibility Documents Of Interested Consultants Must Be Duly Received By The Bac Secretariat On Or Before 17 June 2024, 1:30 Pm At Bac Office, City Engineering Building, Upper Calceta St., Tagbilaran City. Applications For Eligibility Will Be Evaluated Based On A Non-discretionary “pass/fail” Criterion. 3. Interested Bidders May Obtain Further Information From City Government Of Tagbilaran And Inspect The Bidding Documents At The Bac Office, City Engineering Building, Upper Calceta St., Tagbilaran City During 8:00 Am To 5:00 Pm. 4. A Complete Set Of Bidding Documents May Be Acquired By Shortlisted Bidders On June 25, - July 2, 2024 From The Bac Office, City Engineering Building, Upper Calceta St., Tagbilaran City And Upon Payment Of The Applicable Fee For The Bidding Documents, Pursuant To The Latest Guidelines Issued By The Gppb, In The Amount Of Ten Thousand Pesos (p10,000.00) Only. It May Also Be Downloaded Free Of Charge From The Website Of The Philippine Government Electronic Procurement System (philgeps) And The Website Of The Procuring Entity, Provided That Bidders Shall Pay The Applicable Fee For The Bidding Documents Not Later Than The Submission Of Their Bids. 5. The Bac Shall Draw Up The Short List Of Consultants From Those Who Have Submitted Expression Of Interest, Including The Eligibility Documents, And Have Been Determined As Eligible In Accordance With The Provisions Of Republic Act 9184 (ra 9184), Otherwise Known As The “government Procurement Reform Act”, And Its Implementing Rules And Regulations (irr). The Short List Shall Consist Of At Least Three Prospective Bidders Who Will Be Entitled To Submit Bids. The Criteria And Rating System For Short Listing Are: A. Experience And Qualifications Of Key Personnel To Be Assigned In Undertaking The Planning 50% B. Experience And Capability Of The Firm 40% C. Financial Capacity 10% 6. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary “pass/fail” Criterion As Specified In The Irr Of Ra 9184. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Cooperatives, And Partnerships Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines. 7. The Procuring Entity Shall Evaluate Bids Using The Quality Based Evaluation/selection (qbe/qbs) Procedure. The Criteria And Rating System For The Evaluation Of Bids Shall Be Provided In The Instructions To Bidders. 8. The Contract Shall Be Completed Within 120 Days After Receipt Of Notice To Proceed. 9.
