Description Procurement Of Development, Installation, Testing And Deployment Of The Online Building And Ancillary Permit Application, Evaluation, Payment System Of The City Engineering And Building Official Department Of Mandaluyong City 1. The City Government Of Mandaluyong, Through The Annual Budget Cy 2024 Intends To Apply The Sum Of Thirty Five Million (php35,000,000.00) Being The Approved Budget For The Contract (abc) To Payments Under The Contract For The Procurement Of Development, Installation, Testing And Deployment Of The Online Building And Ancillary Permit Application, Evaluation, Payment System Of The City Engineering And Building Official Department Of Mandaluyong City. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At The Opening Of The Financial Proposals. 2. The City Government Of Mandaluyong Now Calls For The Submission Of Eligibility Documents For The Above-mentioned Project, Which Has The Following Objectives: I. Technical Specifications: A) All Internal Users Will Require A Valid Email Address To Log In And Use The System. They Can Reset Their Password Through Their Email. B) The Web Applications Will Be Accessible Using The Latest Versions Of Safari And Google Chrome On Mac/ios And Windows/android C) The Web Applications Will Store All Data And Documents In Cloud-based Servers To Be Complemented By A Physical Server That Will Serve As Data Backup To Be Located At The City Information And Technology Department. This Physical Local Backup Server Will Be Provided, Configured, And Maintained By Mandaluyong Itdd. D) The Cloud-based Hosting Of The Data Will Be Provided For One (1) Year, Subject To Renegotiation Thereafter. E) All Data Collected By The System Shall Remain The Property Of The City, And The Cloud-based Storage That Contains The Data As Well As System Source Codes And Necessary Apis Can Be Turned Over To The City When The Service Agreement Expires Or Is Terminated. F) The System Will Run In Parallel With The Existing Epmis System Until Such Time To Be Determined By Obo. G) All Data From The Previous System Will Be Migrated To The New System As A Data Viewer Subject To The Availability And Quality Of Data From Obo And The Supplier Of The Epmis System. H) The Source Code Of The Project Shall Be Turned Over To The City Upon The Launch Of The System Via Usb Flash Drive. I) The Provider Shall Provide Technical Assistance For Troubleshooting And Issues In The System Till The Service Agreement Expires Or Is Terminated Ii. Security: A) The Web Server Will Be Protected By Ssl Certificates. B) The Web Server Will Be A Separate Instance From The Database Server. C) The System Will Implement High Priority Fixes As Recommended By The Result Of Vapt Scans Conducted By Dict To Protect User Data, Prevent Web Fraud, Mitigate Bot Attacks, Secure Apis, And Prevent Unauthorized Application Access. D) The System Should Conform With The Philippine Data Privacy Act Of 2012. Iii. System Features: A. New Web-based Office Of The Building Official (obo) System Will Include The Ff. Backend 1. Applications For Eligibility Will Be Evaluated Based On A Non-discretionary “pass/fail” Criterion. 3. Interested Bidders May Obtain Further Information From The Bids And Awards Committee Through Its Secretariat And Inspect The Bidding Documents At The Address Given Below During Office Hours, Monday To Friday, From 8:00 A.m. The Short List Shall Consist Of Three (3) Prospective Bidders Who Will Be Entitled To Submit Bids. The Criteria And Rating System For Short Listing Are As Follows: Criteria Weights Applicable Experience Of The Consulting Firm 50% Qualifications Of Principal And Key Staff Of The Consultant Who May Be Assigned To The Job Vis-a-vis Extent And Complexity Of The Undertaking 30% Current Workload Relative To Capacity 20% 5.1 The Consultancy Firm Must Be Engaged In The Business Of Developing, Installing, And Operating Unified Software Application Systems, Software Development, And/or Supply Of Information Technology – Related Goods And Services For Utilization Of Local Government Units As Per Their Dti Or Sec Filing For At Least Five (5) Years And Operating For The Same Period. 5.2 The Consultancy Firm Must Also Have Implemented A Similar Zone Mapping & Management And Web Application Project For A Major City Within The Last Three (3) Years And Implemented A Public Or Private Project With A Single Completed Contract Amounting To At Least Fifty Percent (50%) Of The Abc For Projects Of Similar Nature. 5.3 The Consultancy Firm Must Also Be Duly Certified Under The National Privacy Commission And Possess The Necessary Documentary Proof Evidencing The Same. 5.4 The Consultancy Firm Must Be Comprised Of The Following Staff Personnel With Experience In Software Development, & Management, And Web Application Project For A Highly Urbanized City Or Other Similar Cities: I. Overall Program Manager Ii. Senior Web Development Project Manager Iii. Google Cloud Platform Server Administrator Iv. Web Security Engineer V. Quality Assurance And Testing Staff 5.5 The Consultancy Firm Must Also Have A Headcount Of Software Developers At Its Disposal. 5.6 The Consultancy Firm Must Have The Technical Capability To Deliver All The Expected Outputs Enumerated In The Terms Of Reference (tor). Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary “pass/fail” Criterion As Specified In The Irr Of Ra 9184. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Cooperatives, And Partnerships Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines. 6. The Procuring Entity Shall Evaluate Bids Using The Quality-cost Based Evaluation (qcbe) Procedure. The Criteria And Rating System For The Evaluation Of Bids Shall Be Provided In The Instructions To Bidders. 7.
