Other Requirements: Two (2) Samples Of Water Meters Shall Be Submitted For Testing. One (1) Meter Shall Be Tested For Accuracy And The Other Shall Be Dismantled For Physical Examination. For The Winning Bidder – The Sample Meter That Passed The Accuracy Test Shall Form Part Of The Delivery. Testing Of The Water Meters Shall Be Conducted With The Presence Of The Authorized Representative Of The Bidder. An Authorized Representative From The Bidder Must Be Present During The Conduct Of Test. Should The Supplier Opt Not To Send A Representative, It Shall Mean That They Have Waived Their Rights To Witness The Testing And The Results Of The Said Testing Will Be Valid And Final. Ix. Conditions Of Testing And Acceptance: All Delivered Meters That Passed The Physical Evaluation Shall Be Subjected To Meter Performance Testing Evaluation. All Meters Shall Be Tested As Delivered Without Any Adjustments To Be Made During The Testing. If Less Than Twenty Percent (20%) Of The Total Water Meters Do Not Pass The Tests, The Number Of Failed Water Meters Shall Be Returned To The Supplier For Replacement. The Replacement Water Meters Shall Be Subjected For Re-testing And The Supplier Will Be Required To Pay Fifty Pesos (p50.00) Fee For Every Replaced Water Meter That Will Undergo Re-testing. The Frequency Of Replacing The Failed Water Meters And Their Subsequent Re-testing Will Be Allowed Only Once. Failure To Pass The Re-testing Of The Said Replaced Water Meters Would Mean Cancellation Of The Same (replaced Water Meters That Underwent Re-testing) From The Purchase Order. However, If More Than Twenty Percent (20%) Of The Total Water Meters Do Not Pass The Tests, The Number Of Water Meters That Passed The Tests Shall Be Paid To The Supplier, And The Remaining Balance Of The Untested Water Meters Including The Water Meters That Failed The Test Will Be Canceled From The Purchase Order. An Authorized Representative From The Bidder Must Be Present During The Conduct Of Test. Should The Supplier Opt Not To Send A Representative, It Shall Mean That They Have Waived Their Rights To Witness The Testing And The Results Of The Said Testing Will Be Valid And Final. X. Schedule In The Delivery Of Water Meters: For Purchases Of One Thousand (1,000) Pieces And Above Water Meters, Twenty Five Percent (25%) Staggered Deliveries Shall Be Accepted Based On Four (4) Equal Installments Every Two (2) Weeks As Follows: (a) 1st Delivery – 25% (b) 2nd Delivery – 25% (c) 3rd Delivery – 25% (d) 4th Delivery – 25% For Purchases Of Five Hundred (500) Pieces And Below Water Meters, Delivery Shall Be Made In Full. Xi. Warranty: All Water Meters Shall Be Guaranteed Against Defects In Workmanship And Materials For A Period Of One (1) Year From Date Of Acceptance. Defective Meters Covered Within The Warranty Period Shall Be Replaced With New Units Without Charge Within Fifteen (15) Calendar Days Upon Receipt Of Notice, Subject To The Usual Testing And Acceptance Procedures. Note: Not To Be Awarded On A One (1) Lot Basis. This Is A Two (2) Envelope System: Envelope “a” To Contain The Following, Among Others: A) A Refundable Bid Bond In The Form Of Cash, Manager's Or Cashier's Check Equivalent To 2% Or A Surety Bond Callable On Demand Issued By A Surety Or Insurance Company Duly Certified By The Insurance Commission Equivalent To 5% Of The Total Approved Budget Cost Is Required For A Total Purchase Bid Amount Of ₱50,000.00 And Above.
