In View Of The Two (2) Consecutive Failed Biddings, The Cebu Port Authority, Through The 2024 Cpa Corporate Budget Intends To Apply The Sum Of Twenty Million Eight Hundred Fifty-five Thousand Five Hundred Pesos And 10/100 (php 20,855,500.10) Being The Abc To Payments Under The Contract For “installation Of Four (4) Units Range Lights And Two (2) Units Fixed Markers For Aid To Navigation @ Cebu Harbor And Mactan Channel, Cebu Baseport”. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At Bid Opening. 2. The Cpa Now Invites Technically, Legally, And Financially Capable Contractors For The Above Negotiated Procurement Project. Bidders Should Have Completed A Contract Similar To The Project. 3. The Contract Shall Be Completed Within One Hundred Fifty (150) ` Days, Commencing Seven (7) Days From The Date Of Receipt Of The Notice To Proceed (ntp) By The Winning Bidder. 5. The Procurement Procedure For This Requirement Is Negotiated Procurement Due To Two (2) Failed Biddings Pursuant To Section 53.1 Of The Amended 2016 Revised Implementing Rules And Regulations (rirr) Of The Republic Act (ra) No. 9184, Otherwise Known As The “government Procurement Reform Act.”, Including Annex “h” Thereof. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Partnerships, Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines, And To Citizens Or Organizations Of A Country The Laws Or Regulations Of Which Grant Similar Rights Or Privileges To Filipino Citizens, Pursuant To Ra No. 5183. 6. Bidding Will Be Conducted Through Simultaneous Opening And Evaluation Of The Eligibility Requirements And Technical Proposals, Which Will Be Done Using Nondiscretionary “pass/fail” Criterion As Specified In The Amended 2016 Revised Irr Of Ra 9184.
