Description Invitation For Negotiated Procurement (two Failed Biddings) For The Procurement Of Consultancy Services For Environmental Compliance (ecc) The Camarines Sur Polytechnic Colleges, Through The Income For Fy 2024 Intends To Apply The Sum Of Seven Hundred Fifty Thousand Pesos (750,000.00) Only, Being The Approved Budget For The Contract (abc) To Payments Under The Contract For Procurement Of Consultancy Services For The Environmental Compliance (ecc) Two-failed Bidding. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At The Opening Of The Financial Proposals. The Short List Shall Consist Of Five (5) Consultants, Prospective Bidders Who Will Be Entitled To Submit Bids. The Criteria And Rating System For Short Listing Are: Experience Of The Company (applicable Experience Of Consultants) The Consultants Must Have Min, Of Five (5) Years’ Experience In The Industry And Has Prepared At Least Three (3) Environmental Impact Assessment Statement (eis) Attach Proof Of Compliance (ie, Earliest Project With Certificate Of Compliance, Bir, Sec) 5-10 Years - (20%) Above 10 Years - (40%) 40% List Of Credible Personnel (qualification Of Personnel To Be Assigned To The Job) Key Personnel Shall Compose Of The Following: • Team Leader (10 Years Of Experience) • Environmental Services Professional (5 Years Experience); With At Least 3 Eis Support Staff Not Included In The Key Personnel Incomplete – (20%) Complete – (40%) 40% List Of Comparable Projects (current Workload Relative To Capacity) As To Cost Below 0.9 M (2) – 5% (greater Than 2) – 10% Above 0.9 M (1) – 15% (greater Than 1) – 20% 20% Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary “pass/fail” Criterion As Specified In The Irr Of Ra 9184. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Cooperatives, And Partnerships Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines.
