Introduction This Term Of Reference Outlines The Scope Of Work And Responsibilities And Expectations For Provision Of Office Security Services. 3. Background And Context The Bureau Of The Treasury Palawan Provincial Treasury Office Is Housed In The Btr-owned Building Constructed And Completed On September 14, 2015. It Is One Of The Very First Nga Building Erected Within The Proclaimed Government Center And Nature’s Park In The City Of Puerto Princesa And Undertaken Under A Memorandum Of Agreement Between The Btr And The Lgu. The Btr-palawan Pto Is Committed To Providing A Safe And Pleasant Working Environment. We Are Seeking Professional Security Services To Secure The Building And Its Facilities, Office’s/bureau’s Properties And Equipment, The Officials And Employees, Clientele And Guests. 4. Objectives 1. Ensure A High Standard Of Security To The Office Personnel, Building Facilities And The Bureau’s Properties And Equipment. 2. Provide A Safe And Secure Working Environment For Employees And Clientele. 5. Scope Of Work  Security Personnel: The Security Services Provider Shall Assign Qualified, Bonded, Uniformedand Trained And Armed Guard/security Personnel To Ensure The Safety And Security Of The Office Premises During Operational Hours. • Two (2) Security Guards, Who Shall Inspect, Monitor, Secure And Guard The Office By Rotation, Twenty-four (24) Hours A Day From Monday To Sunday: O For Day Shift Twelve (12) Hours Duty – 1 Guard O For Night Shift Twelve (12) Hours Duty – 1 Guard • The Contractor Shall Make Available, At Its Own Expense A Reliever As May Be Necessary, Who Is Ready To Take Over The Duty Schedule Of The Regular Guard Who Either Report Late Or Is Absent For The Day With No Cost To The Btr. • Contract Shall Ensure That The Security Personnel That Will Be Deployed Meet The Requirements Such As But Not Limited To: O Filipino Citizen; O High School Graduate And/or College Level; O Physically And Mentally Fit; O Not Less Than Twenty-one (21) Nor More Than Thirty-five (35) Years Of Age For Security Guard And Fifty-eight (58) Years Of Age For Security Officer; O At Least Five Feet And Four Inches (5’4”) In Height; O Must Have Passed A Neuro-psychological (np) Evaluation And Drug Test. Expenses For Said Tests Are Chargeable To The Contractor; O Cleared By Law Enforcement And Without Previous Record Of Any Conviction Of Criminal Offense Involving Moral Turpitude; And O Of Good Moral Character And Pleasant Disposition.  Access Control: Implement And Maintain Access Control Measures To Restrict Unauthorized Entry Into The Office Building.  Surveillance: Monitor Security Cameras And Other Surveillance Equipment To Detect And Respond To Any Suspicious Activities.  Visitor/client Management: Manage The Entry And Exit Of Visitors/clients And Guests, Verifying Their Identity And Purpose Of Visit.  Patrols: Conduct Regular Patrols Of The Building/office Premises, Including Parking Areas, To Deter Potential Security Threats.  Emergency Response. Develop And Implement Emergency Response Procedures, Including Fire Evacuation Plans And Medical Assistance Protocols.  Responsibilities Of The Security Services Provider • Provide Adequately Trained And Licensed Security Personnel. • Maintain A 24/7 Security Presence As Required. • Ensure The Security Personnel Are Dressed Appropriately And Display Visible Identification • Regularly Inspect And Maintain Security Equipment, Including Cameras And Alarms. • Report Security Incidents To The Designated Office Management Personnel And Local Authorities When Necessary. • Cooperate With Local Law Enforcement Agencies When Required.  Office Management Responsibilities • Provide Necessary Access Credentials And Information To The Security Services Provider. • Collaborate With The Security Services Provider To Develop And Update Security Protocols. • Conduct Periodic Security Assessments And Risk Evaluations In Coordination With The Security Services Provider. • Maintain A Current List Of Authorized Personnel And Visitors. • Ensure That All Employees Are Aware Of Security Procedures And Expectations.  Reporting And Communication • Establish A Communication Protocol For Reporting Security Incidents And Emergencies. • Security Personnel Should Provide Daily Reports On Activities And Incidents. • Conduct Regular Meetings Between Office Management And The Security Services Provider To Review Performance And Address Concerns. • If A Force Majeure Situation Arises, The Provider Shall Promptly Notify The Btr In Writing Of Such Condition And The Cause Thereof. Unless Otherwise Directed By The Btr In Writing, The Provider Shall Continue To Fulfil Its Obligations Under The Provider As Far As Is Reasonably Practical And Shall Seek All Reasonable Alternative Means For Performance Not Prevented By The Force Majeure. 6. Budget & Resources The Bureau Of The Treasury Through General Appropriations Act, Intends To Apply The Sum Of Seven Hundred Twenty Five Thousand Pesos Only (p 725,000.00), Inclusive Of All Applicable Taxes And Other Salary Deductions For Two (2) Security Guards That Will Be Assigned. 7. Duration Of Service The Contract Shall Be Effective For The Period Of One (1) Year And May Be Renewed If The Provider Maintains Its Outstanding Service And Expenses Incurred Is Still Beneficial To The Bureau. 8. Warranty Againts Benefits The Provider Warrants That He Has Not Given Or Promised To Give Any Money Or Gift To Any Employee Of The Bureau Of The Treasury To Secure This Contract. And It Is Expressly Understood That No Employer-employee Relationship Exists Between The Parties Ot Their Employees, Representatives And Agents. 9. Warranty Againts Defects The Provider Shall Assume Liability For Any Or All Losses And Damages For Destructions To Property Or Death/injuries Sustained By The Btr, Its Employees, And Guests, Which Are Directly Attributable To The Negligence, Fault, Laxity, Unlawful Acts Or Misconduct Of The Contractor Or Any Of Its Officers Or Security Guards. 10. Assignment Unless Otherwise Expressly Stipulated In The Contract Or A Prior Written Approval Of The Bureau Of The Treasury Is Secured, This Contract Or Any Portion Thereof, Shall Not Be Assigned Or Subject To Any Other Party Or Parties. 11. Reservation Clause The Bureau Of The Treasury Reserves The Right To Reject Documents Which Do Not Comply With The Requirements, Waive Any Formalities Of Documents Or Consider Any Submission Of Documents As Substantial Compliance, Reject Any Or All Bids, Declare A Failure Of Bidding, Annul The Bidding Process, Or Not To Award The Contract, Without Thereby Incurring Any Liability To The Affected Bidder Or If The Funds/allotment For The Project Has Been Withheld Or Reduced Through No Fault Of The Bureau Of The Treasury. The Bureau Of The Treasury Assumes No Responsibility Whatsoever To Compensate Or Indemnify Bidders For Any Expenses Incurred In The Preparation Of Bid.
