Broad Area Announcement: Demonstration Of Uncrewed Aircraft Systems (uas) Payloads/technology/applications/equipment Introduction The Bureau Of Reclamation¿s, Preparedness Division Is Responsible For Preparing Others To Mitigate Risk And Prevail When The Unexpected Occurs, Working In All Forms Of Risk, With An Overarching Aim To Mitigate And Manage It, So That Others Can Safely, Purposefully, And Effectively Accomplish Their Mission Work. The Preparedness Division Is Seeking Qualified Vendors To Demonstrate Their Innovative Payloads, Technology, Applications, And Equipment For Uncrewed Aircraft Systems (uas). The Purpose Of This Broad Area Announcement Is To Identify Solutions That Go Beyond What Is Typically Showcased On Vendors' Websites, Emphasizing Practical Applications And The End-product, And To Explore Novel Use Cases And Opportunities For Utilizing Uas To Address Challenges Within Reclamation. The Target Audience For These Demonstrations Includes The Wider Reclamation Uas Community, Encompassing Users, Their Managers, And Some Key Leaders/stakeholders. These Demonstrations Aim To Inspire And Inform Stakeholders About The Diverse Range Of Applications And Benefits Offered By Your Specific Uas Technology, Sparking Creativity And Innovation In Leveraging Uas Technology For Various Tasks And Projects. Scope Of Work Vendors Are Invited To Demonstrate Their Uas Payloads, Technology, Applications, And Equipment In A Real-world Setting With A Particular Emphasis On How Their Offerings Address The Specific Needs And Challenges Faced By Reclamation. The Demonstrations Should Highlight Functionalities And Capabilities That Differentiate The Vendor's Offerings From Standard Industry Solutions. Examples Of Technologies To Be Demonstrated Include But Are Not Limited To: Lidar Sensors: Light Detection And Ranging (lidar) Sensors Utilize Laser Pulses To Measure Distances To Objects, Enabling Highly Accurate 3d Mapping Of Terrain, Structures, And Vegetation. Data Processing Software: Software Solutions For Processing, Analyzing, And Interpreting Data Collected By Uas, Including Point Cloud Processing, Image Stitching, And Feature Extraction. Scientific Cloud Computing Solutions: Cloud-based Platforms And Services Tailored For The Storage, Management, And Analysis Of Uas Data, Offering Scalability, Accessibility, And Computational Power. Large-scale Photogrammetry: Techniques For Generating Precise 3d Models And Maps From Aerial Imagery Captured By Uas, Suitable For Applications Such As Urban Planning, Construction, And Environmental Monitoring. Surveying: Uas-equipped Surveying Tools For Land Surveying, Topographic Mapping, And Geospatial Data Collection With High Accuracy And Efficiency. Inspections: Uas-enabled Inspection Solutions For Infrastructure, Facilities, And Assets, Including Visual Inspections, Structural Assessments, And Defect Detection. Night Flight Capabilities: Technologies And Equipment Allowing Uas To Operate Safely And Effectively During Nighttime Or Low-light Conditions, Expanding The Range Of Applications And Operational Flexibility. High-resolution Thermal Imaging: Thermal Imaging Systems With High Spatial Resolution For Detecting And Analyzing Heat Signatures In Various Scenarios, Including Building Inspections, Search And Rescue, And Wildlife Monitoring. Corridor & Channel Bed Mapping: Uas-enabled Solutions For Mapping Linear Features Such As Roads, Pipelines, Waterways, And Channel Beds With High Accuracy And Efficiency, Supporting Infrastructure Planning, Maintenance, And Management. Event Logistics The Demonstrations Will Take Place In Early November 2024 The Denver Federal Center, Located In Lakewood, Colorado. Event Will Be Held On Either Thursday, November 7th Or Thursday, November 14th. The Denver Federal Center Offers Both Indoor And Outdoor Locations For The Demonstrations. The Indoor And Outdoor Settings Will Allow Vendors To Showcase The Capabilities Of Their Technologies In Various Environments And Scenarios. Specific Details Regarding The Event Date, Location Of Demonstrations (such As Room Size Or Field Size) And Coordinating Necessary Clearances Will Be Provided To Selected Vendors Upon Acceptance Of Their Response. Vendor Equipment Requirements Vendors Are Responsible For Providing All Necessary Equipment, Resources, And Personnel To Conduct Their Demonstrations Effectively. Vendors Should Also Be Prepared For Backup Plans In Case Of Inclement Weather, Ensuring That Their Equipment And Demonstrations Can Be Adapted Or Relocated As Necessary To Mitigate Any Disruptions Caused By Adverse Weather Conditions. Vendor-supplied Equipment Includes But Is Not Limited To: Uas Platforms And Associated Equipment Payloads, Sensors, Cameras, Or Other Technology To Be Demonstrated Tv Displays Or Monitors For Image/video Display Tents Or Other Shelter For Operating Equipment And Conducting Demonstrations Qualified Personnel To Operate The Uas And Demonstrate The Capabilities Of The Technology Any Additional Materials Or Resources Required To Support The Demonstration Payment Responsibility Reclamation Will Not Provide Compensation, Reimbursement, Or Financial Support Of Any Kind To Vendors For Their Participation. Vendors Are Expected To Budget Accordingly And Make Necessary Arrangements To Cover All Expenses Related To Their Involvement In The Demonstration Event. Vendors Participating In The Demonstration Event Are Solely Responsible For Covering All Expenses Associated With Their Participation. This Includes But Is Not Limited To: Travel And Accommodation Costs For Representatives Attending The Event. Transportation Of Equipment To And From The Demonstration Venue. Setup And Operational Costs Related To Demonstrating Uas Payloads, Technology, Applications, And Equipment. Any Other Expenses Incurred In Connection With The Vendor's Participation In The Event. Compliance Requirements Vendors Must Attest In Writing That Any Product They Wish To Demonstrate Is Compliant With Requirements Established In The National Defense Authorization Act (ndaa) Fiscal Years 2020, 2023, And 2024 (see Https://www.diu.mil/blue-uas-policy), The American Security Drone Act Of 2023 (https://www.congress.gov/118/plaws/publ31/plaw-118publ31.pdf), And Any Other Relevant Regulations. Response Requirements Vendors Must Submit A Comprehensive Response Detailing Their Capabilities, Solutions, And Approach To Addressing Reclamation's Needs And Challenges. The Response Should Include, But Is Not Limited To, The Following Elements: Compliance: Page One Of The Response Must Include The Written Attestation That The Product Being Demonstrated Is Compliant With The Requirements Of Paragraph Six Listed Above. Submission That Do Not Include This Attestation Will Be Rejected, Not Reviewed, And/or Disqualified From Consideration. Technical Specifications: Provide Detailed Technical Specifications For The Equipment And Technology You Will Be Demonstrating, Including Dimensions, Weight, Power Requirements, And Compatibility With Existing Reclamation Systems Or Workflows. Technical Solution: Describe The Uas Payloads, Technology, Applications, And Equipment You Intend To Demonstrate, Highlighting Their Functionalities, Capabilities, And How They Address Reclamation's Specific Needs And Challenges. Innovation And Uniqueness: Explain How Your Offerings Go Beyond Standard Industry Solutions And Showcase Innovative Features Or Capabilities That Set Them Apart. Demonstration Plan: Outline Your Proposed Demonstration Plan, Including The Scenarios, Environments, And Use Cases You Plan To Showcase During The Event. Evaluation Criteria Responses Will Be Evaluated Based On The Following Criteria: Innovation And Uniqueness Of The Demonstrated Payloads, Technology, Applications, And Equipment.
