The bidder is required to have prior work experience in specific areas, including highways sector and core sector. For Categories 1 and 2, the project should have been undertaken as a PPP project, with the entity claiming experience holding at least 26% equity during the entire year. The capital cost of the project should be more than 5% of the estimated project cost. The bidder should have completed similar works with a value of at least 20% of the Estimated Project Cost. The exact amount is mentioned as Rs. 595.12 Lacs for normal highway projects, which is 20% of the Estimated Project Cost. For a project to be considered completed, more than 90% of the value of work should have been completed, and this completed value should be equal to or more than 20% of the estimated project cost. For Categories 3 and 4, the bidder should have received payments from clients for construction works executed, with only amounts actually received or work executed during the 5 financial years preceding the bid due date qualifying for purposes of computing the experience score. Receipts of or work executed amount less than Rs. 148.78 Lacs shall not be reckoned as receipts for eligible projects. Specifically, for SRW and Land Slide Protection Structures, the bidder should have completed at least one cut and cover/tunnel lining/landslide protection shed/rock fall protection shed cement concrete structure of length not less than 55m and width not less than NHDL specifications, and at least one rock fall barrier of length not less than 60 m of 500KJ capacity and at least 1265 sqm of reinforced shored structure. The experience for each category would be computed as per weight of following factors to arrive at its aggregated Eligible Experience: - Category 1: Project in highways sector (factor: 1) - Category 2: Project in core sector (factor: 0.75) - Category 3: Construction in highways sector (factor: 1) - Category 4: Construction in core sector (factor: 0.75) The bidder should have a minimum Net Worth and provide details as per the specified format. The bidder should also provide the Annual Turnover for the last 5 years, and the Average Annual Turnover. The Net Cash Accruals should also be provided for the last 5 years. The Threshold Technical Capacity is as follows: - For Normal highway projects: - 0.75 times the Estimated Project Cost (EPC) if EPC is less than or equal to Rs 100 Crore - 1.00 time of EPC if EPC is more than Rs 100 Crore and less than or equal to Rs 500 Crore - 1.00 time of EPC if EPC is more than Rs 500 Crore - For Stand-alone specialized projects: - 0.75 times the EPC if EPC is less than or equal to Rs 100 Crore - 1.00 time of EPC if EPC is more than Rs 100 Crore and less than or equal to Rs 500 Crore - 1.00 time of EPC if EPC is more than Rs 500 Crore and less than or equal to Rs 1000 Crore - 1.00 time of EPC or Rs 1000 Crore, whichever is less, if EPC is more than Rs 1000 Crore Mentioned values and percentages of similar works completed include: - 20% of the Estimated Project Cost - Rs. 595.12 Lacs (20% of the Estimated Project Cost for normal highway projects) - 90% of the value of work (for a project to be considered completed) - 26% equity (for Categories 1 and 2) - 5% of the estimated project cost (for Categories 1 and 2) - Rs. 148.78 Lacs (minimum amount for eligible projects)
