The required prior work experience for the bidder includes: - Three similar works each costing not less than Rs.288.74 L (40%) of the estimated cost of the project - Two similar works each costing not less than Rs.360.925 L (50%) of the estimated cost of the project - One similar work costing not less than Rs.577.48 L (80%) of the estimated cost of the project. The value of executed works shall be brought to current costing level by enhancing the actual value of work done at a simple rate of 7% per annum. Additionally, the bidder should have satisfactorily 100% completed similar works under Central Govt./ State Govt. organization/ Central Public Sector Undertaking within the country during the last 7 years. The bidder's average annual financial turnover (gross) of Rs. 360.925L on construction works during the last three consecutive years ending March 2024 will also be considered. The bidder should furnish a list of all works of similar nature successfully completed during the last Seven years. The experience in eligible similar nature of work during last Seven years is evaluated with a maximum of 20 Marks. The bidder needs to secure at least fifty percent marks in this section to become eligible for short listing. The bidder is required to have experience in eligible similar nature of work during the last Seven years, with the experience evaluated based on the details furnished by the bidder in Form "C". The bidder should have completed similar/civil works, with the experience evaluated based on the following criteria: - 60% marks for minimum eligibility criteria - 100% marks for twice the minimum eligibility criteria or more - In between (i) & (ii)- on pro-rata basis The bidder should furnish the List of eligible similar nature of works works successfully completed during the last Seven years in (Form "C"). The evaluation of the bidder's experience will be based on the information provided in Form "C", which includes the list of eligible similar nature of works completed during the last seven years. The bidder should furnish details of eligible similar nature/civil works completed during the last seven years, including name of work/project and location, owner or sponsoring organization, cost of work, date of commencement, stipulated date of completion, actual date of completion, and other relevant information. The performance report will be evaluated based on the quality of work, with ratings of Outstanding, Very Good, Good, or Poor. The report will also include information on financial soundness, technical proficiency, resourcefulness, and general behavior, with the same ratings. The bidder's experience in similar/civil work will be evaluated for 20 marks. The qualified similar/civil works may be physically inspected by PWD Engineers to ascertain the completion, performance, and quality of works for finalizing technical bids. To become eligible for short listing, the bidder must secure at least fifty percent marks in each section, including experience, and sixty percent marks in aggregate. The total marks for evaluation is 100, with 20 marks for experience. The bidder should not have incurred any loss (profit after tax should be positive) in more than two years during the available last five consecutive balance sheets, duly certified and audited by the Chartered Accountant for years ending 31st March 2024. The bidder should have had an average annual financial turnover of Rs. 360.925L (50% of Estimate Cost put to Tender) on construction works during the last three consecutive years ending March 2024. The balance sheets should be duly audited by a Chartered Accountant. The bidder's performance on works, including Time Over Run (TOR), is evaluated, with a maximum of 20 marks. The calculation for points is based on the TOR, with scores ranging from 20 to -5, depending on the TOR value. The evaluation criteria for experience in similar/civil work is 20 marks, with 60% marks for minimum eligibility criteria and 100% marks for twice the minimum eligibility criteria or more. In between, it is on a pro-rata basis. The bidder should furnish a list of all works of similar nature successfully completed during the last Seven years.
