Description Terms Of Reference Communication And Visibility Workshop I.introduction Section 2, Article Xiv Of Ra No. 11054 Mandates That National Government Shall Provide A Special Development Fund (sdf) To The Bangsamoro Government For The Rebuilding, Rehabilitation, And Development Of Its Conflict-affected Communities. The Amount Equivalent To Fifty Billion Pesos (p50,000,000,000.00), At Five Billion Pesos (p5,000,000,000.00) Per Year, For A Period Of Ten (10) Years Shall Be Allocated To The Barmm. The Utilization Of The Funds Shall Be In Accordance With The Bangsamoro Development Plan (bdp) To Be Adopted By The Bangsamoro Government. Consistent With Section 2, Article Xiv Of Ra No. 11054, The National Government Appropriated The Sum Of Ten (10) Billion Pesos (php10,000,000,000.00) For The Fy 2020 And 2021 Sdf Allocation Of The Bangsamoro Government As Part Of The Special Provisions In The General Appropriations Act (gaa) For Fy 2020 And 2021, Respectively. Section 27, Article Vi Of The Bol Requires That No Public Money, Including The Block Grant And Other National Government Subsidies And Support Funds Given In Lump Sum, Shall Be Spent Without An Appropriations Law Clearly Defining The Purpose For Which It Is Intended. The Parliament Shall Pass An Annual Appropriations Law. Hence, The Bta Parliament Enacted The Bangsamoro Autonomy Act No. 22 S. 2021, An Act Appropriating The Sum Of 10 Billion Pesos From The 2020 And 2021 Sdf. On February 4, 2022, The Office Of The Chief Minister (ocm) Issued Executive Order (eo) No. 0002 S. 2022 Amending Executive Order No. 0014 S. 2021 Creating And Establishing The Special Development Fund Technical Working Group (sdf-twg) And Special Project Management Office (sdf-pmo) Under The Office Of The Chief Minister, And Defining Their Scope And Authority. Section 8 Of Executive Order No. 0002 Provides For The Functions Of Sdf-pmo To Oversee And Monitor The Implementation Of Ppas By Appropriate Ministries, Agencies, And Offices, Including Sdf-supported Projects As May Be Approved By The Chief Minister. Supportive To This, The Sdf-pmo Has Identified Capacity Buildings That Will Help The Barmm Ministries/offices/agencies (moas) On How To Effectively Document The Best Practices Of The Implementation Of Their Sdf-ppas. Hence, This Proposal Has Been Conceptualized. The Purpose Of The Training On Communication And Visibility Workshop Aims To Provide Ideas And Best Practices For A Collective Effort To Improve Communication By Capacitating The Participants With The Use Of Multimedia Platforms. This Will Help In Raising Awareness About The Different Programs, Projects, And Activities Of The Bmoas’ Sdf-funded Projects. Ii.objectives The Activity Aims To Accomplish The Following: 1.explore The Basic Concepts And Underlying Principles Of Photo Editing, Content Creation, Video Editing, And News Writing; And 2.perform Hands-on Activities. Iii.expected Outputs 1.increased Understanding Of The Basic Concepts And Principles Of News Writing, Photo And Video Editing, And Content Creation. Iv.scope And Methodology The Resource Persons (rps) Shall Provide Technical Know-how On Communication And Visibility Using Multimedia. The Rp Shall Administer Hands-on Exercises To The Participants For Better Appreciation And Actual Learning Experience. V.venue And Participants The Four-day Activity Will Take Place In Davao City, With An Expected Attendance Of 30 Participants.
