Expression of Interest: Consultant for Contract Management Expert Adb’s central west urban and water division is supporting the government of uzbekistan develop its national water supply, sanitation, and urban development programs with a robust portfolio and pipeline of project and policy based loans, and technical assistance grants for delivery in 2021-2023. This support is based on adb’s country partnership strategy (2019-2023) and adb corporate strategy 2030, as well as government’s development strategies and recent sector policies, including presidential decree 4040 (additional measures on development of wss system in uzbekistan) and presidential decree 5623 (sustainable urbanization). Adb urban and water portfolio comprises 7 ongoing projects, and pipeline projects include tashkent sewerage project, wss sector development program, and integrated urban development project, amongst others (e. G. , solid waste, associated tas). The timely implementation of projects is critical for ensuring the delivery of benefits and economy and efficiency in the use of loan funds, especially given the delays and challenges faced during the covid pandemic. Delays as a result of low capacity in fidic contracts and resolving contractual disputes and familiarity with adb requirements is a key challenge in the sector. Adb seeks a qualified national contract management expert to provide support for project implementation of adb urban and water projects, including but not limited to the ministry of housing and communal services (mhcs), maxsustrans, sceep, and the ministry of investment and foreign trade (mift)’s project implementation unit for the timely and effective delivery of adb projects and tas in uzbekistan. The objective of this assignment is to support adb by guiding the eas and ias of adb urban and water projects to monitor execution of ongoing works of projects, provide technical support to ias in resolving contractual issues, and support and strengthen the contract management capability of the ias. The consultant will have substantial work experience of implementing ifi public infrastructure projects, construction supervision and quality control measures. Scope of Work: The objective of this assignment is to support adb urban and water projects to monitor execution of ongoing works of projects, provide technical support to abd and guide the ias in resolving contractual issues, and support and strengthen the contract management capability of the ias.
