Het Goedgekeurde En Voorziene Bouwbudget Bedraagt 22.689.706,99 Excl. Btw Of 27.454.545,46 Euro Incl. Btw (exclusief Erelonen). Volgens De Erkenning Van Het Vipa Geeft Dit Dossier Een Oppervlakte Van 8.266 M² Met 59 Plaatsen Voor Het Dagziekenhuis. De Buitenruimte Dient Ontworpen Te Worden In Functie Van Voldoende Buitenruimte. Een Verscheidenheid Aan Groene Buitenruimte Met Oog Voor Beleving, Doorwaadbaarheid En Een Duidelijke Leesbaarheid Wordt Vooropgesteld. Het Nieuwe Gebouw Dient Gebouwd Te Worden Volgens De Geldende Energiebesparende Maatregelen. Het Masterplan, Alle Plannen Uit Het Reeds Uitgevoerde Voorontwerp Evenals Het Programma Van Eisen En De Goedkeuring Door Het Vlaams Infrastructuurfonds Voor Persoonsgebonden Aangelegenheden (vipa) Worden Toegevoegd In De Bijlagen Bij Dit Opdrachtdocument. Bijgevolg Wensen We Een Ontwerper Aan Te Stellen Om Ons Te Begeleiden In De Verdere Uitvoering Van Dit Dossier. Binnen Het Kader Van De Aan De Ontwerper Toevertrouwde Werken Bestaat De Opdracht Uit: 1. Besprekingen Met De Bouwheer En Het Opmaken Van Schetsen Overeenkomstig Deze Besprekingen; 2. Voorbereidende Contacten Met De Officiële Instanties Steeds In Aanwezigheid Van De Bouwheer (o.a. Subsidiërende Overheid, Brandweer, Gemeente, Ruimtelijke Ordening, Nutsmaatschappijen,…); 3. Studieopdrachten Voor Technische Installaties En Stabiliteit, Epb En Akoestiek; 4. Het Uitwerken En Het Opmaken Van Voorontwerpen En Een Technisch Verslag Omtrent De Bouwmethode: Schaal 1/100 Of 1/50; 5. Het Opstellen Van Het Ruimtelijk En Technisch Programma; 6. Het Opmaken Van Een Schriftelijke Raming Van De Kostprijs Van De Werken; 7. Het Opmaken En Samenstellen Van Het Dossier Voor Stedenbouwkundig Attest - Omgevingsvergunning; 8. Het Opmaken Van Uitvoeringsdossiers Per Fase, Schaal 1/50; 9. Het Opmaken Van Het Bijzonder Bestek (administratieve En Technische Bepalingen), De Beschrijving Van De Werken, Een Gedetailleerde Meetstaat, Een Samenvattende Meetstaat En Een Raming Op Meetstaat; 10. Medewerking Bij De Aanbesteding Van De Werken En Leveringen, Het Opstellen Van Het Verslag Van Nazicht, Prijsnazicht En Voorstel Van Toewijzing; 11. Het Verschaffen Van Alle Nodige Uitvoeringstekeningen Op De Nuttige Schalen; 12. Coördinatie Van Alle Gespecialiseerde Studies En Van De Aannemingen; Het Verstrekken Aan De Aannemers Van De Nodige Informaties, Instructies; 13. Leiding, Coördinatie En Controle Op De Uitvoering Van De Werken Tot Volledige Afwerking; 14. Het Leiden Van De Werfvergaderingen, Het Opstellen En Verspreiden Van De Werfverslagen Aan Alle Betrokkenen; 15. Het Technisch Nazicht Van De Min-meerwerken Behoort Tot De Opdracht Van De Ontwerper. Het Opvolgen En Bewaken Van Het Budget Tijdens De Uitvoering - Het Tijdig Nazien Van De Min-meerwerken, De Vorderingsstaten En Verrekeningen, Dient Niet Voorzien Te Worden In De Offerte. Wordt Uitbesteed Aan De Gedelegeerd Bouwheer. 16. Het Bijstaan Van De Bouwheer Bij Problemen/conflicten Op De Werf. Indien Nodig Voorbereiding Van Pv’s Van Niet Vordering Der Werken, Laattijdige Uitvoering, Ingebrekestelling,… Aangetekend Schrijven I.v.m. Termijnoverschrijding,… 17. De Bouwheer Bijstaan Bij De Voorlopige En Definitieve Oplevering En Het Opstellen Van De Processen-verbaal. De Controle En Coördinatie Van Alle Werkzaamheden Tussen Voorlopige En Definitieve Oplevering. De Opdracht Omvat Dus De Volledige Begeleiding Van De Aanbestedende Overheid In De Realisatie Van Deze Opdracht: Dit Vanaf Het Finaliseren Van De Reeds Door De Overheid Goedgekeurde Voorontwerpen, De Aanvraag Van De Omgevingsvergunning, Het Opmaken Van De Lastenboeken, Meetstaten En Adviseren Van De Kwalitatieve Selectie Van De Aannemers, Het Vergelijkend Onderzoek Van De Offertes Met Het Gunningsadvies, De Leiding En De Controle Op De Uitvoering Van De Werken Tot En Met De Definitieve Oplevering Van Het Bouwproject. Het Toezicht Op De Nieuwbouwwerken Geldt Met Inbegrip Van Stabiliteit, Speciale Technieken En Alle Overige Noodzakelijke Werkzaamheden. Binnen Deze Opdracht En Binnen Het Voorziene Bouwbudget Is De Integratie Van Een Kunstwerk In De Voorgevel Van Deze Nieuwbouw Inbegrepen. De Ontwerper Verbindt Zich Ertoe De Aanbestedende Overheid Regelmatig Te Informeren Over Alle Stadia Van Ontwerp En Uitvoering Van De Werken. Daartoe Worden Er Op Regelmatige En Overeengekomen Tijdstippen Vergaderingen Gehouden, Waarop De Ontwerper De Nodige Schetsen, Technische Nota’s En Documentatie In 3 Exemplaren Voorlegt.
