Background The Covid-19 Outbreak Has Been Characterized As Pandemic By The Who Director-general. Since The First Notification Of A Cluster Of Pneumonia Of Unknown Aetiology In Wuhan City, Hubei Province, China, All Levels Of Who Have Been Working Closely With The Government Of China Through The National Health Commission. We Note And Commend The Rapid Identification And Response To The Unusual Cluster And Subsequent Detection And Isolation Of Covid-19 By Chinese Authorities. Who Teams Have Been Working Non-stop To Develop The Interim Guidance And Facilitate Meeting Obligations Under The International Health Regulations (2005). Since Early On, The Who Regional Office For The Western Pacific Has Been Immersed In Preparedness And Response Activities In China And Neighbouring Countries And Areas And Will Continue To Do So Until The Threat Posed By Covid-19 Is Under Control. As Increasing Number Of Cases Continue To Be Reported All Across The World, Enhanced Preparedness And Response Efforts Are Required In The Region. Countries In The Region Are Experiencing Challenges When Dealing With Outbreak Response: Low Capacity Of Health Care Systems; Limited Laboratory Capacity For Testing For Covid-19; Shortage Of Skilled Laboratory Workforce; Shipment Of Reagents And Shortage Of Supplies, Etc. To Cope With The Situation, The Laboratory Team Within Hsd Is Being Strengthened, To Provide Technical Assistance To Member States For Preparedness And Response Efforts. The Covid-19 Response Operations In The Region Are Expected To Continue For Several Months. Purpose/specific Objective Of The Activity The Purpose Of This Emergency Consultancy Is To Support Effective Response Operations Related To The Outbreak Of Coronavirus Disease (covid-19) With A Focus On Laboratory, As Part Of The Hsd Pillar, Incident Management System, Who Regional Office For The Western Pacific. Description Of Activities To Be Carried Out In The Context Of The Who Health Emergencies Incident Management System (ims), At The Regional Level, The Incumbent Will Provide Technical Expertise And Operational Support To The Incident Management Team (imt) Of The Division Of Health Security And Emergencies In Responding To The Outbreak Of Coronavirus Disease 2019 (covid-19) Through Managing The Laboratory Related Activities Under Health Service Delivery (hsd) Pillar In The Who Regional Office For The Western Pacific Related To Covid-19. Methods To Carry Out The Activity Contribute In Providing Technical Expertise And Operational Support For The Timely Response To The Covid-19 Outbreak As Part Of The Imst Covid-19 Laboratory Team, In Collaboration With Who Country Offices, National Health Officials, Including Laboratory Staff, And Other Partner Organizations Contribute In Assessments For Strengthening The National Capacity For Laboratory Testing Including General Laboratory Performance Such As Quality Management System, Equipment Maintenance, Biosafety And Biosecurity For Laboratories, Shipments Of Samples And Supplies, Etc. Review And Update The Existing Regional Laboratory Documents Maintain And Update The Voc/voi Database Using All Available Information (co, Gisaid, Pango Websites Etc) Present Current Laboratory Issues At The Imst Organize Fortnightly Regional Coordination Teleconferences With Laboratory Focal Points At Who Country Offices And Prepare Meeting Notes Provide Support To The Whe Team For Assessment And Procurement Of Supplies And Reagents For Laboratory Diagnosis Of Covid-19 And Gene Sequencing Of Sars-cov-2 Perform Any Other Related Duties, As Required By The Functional Supervisor Qualifications & Experience Education University Degree In Life Science From An Accredited/ Recognized Institute. Experience Essential: At Least Three Years Of Practical And Operational Application Of Laboratory Services, Laboratory Diagnosis Of Communicable Diseases At The National And International Levels. Background The Western Pacific Regional Action Agenda On Strengthening Legal Frameworks For Health In The Sustainable Development Was Endorsed By Member States At The 69th Session Of The Regional Committee For The Western Pacific (rc69) In October 2020. The Action Agenda Provides Guidance To Who And Countries On Prioritizing Action Areas, Improving Processes, And Enhancing Capacities Of Stakeholders. Direct Support To Countries On The Strengthening Of Legal Frameworks For Health Is A Key Priority For The Hle Unit. Member States Regularly Request Support From Who In The Development, Implementation, And Evaluation Of Legal Frameworks Across A Broad Range Of Programmatic Areas, Including Health Governance, Health Rights, Health Service Delivery, Public Health Risks, And Social Determinants Of Health. Legal Reform Involves Complex Processes That Include Problem Identification, Stakeholder Engagement, Legal Drafting, Enforcement, And Monitoring. Who Has Developed An Interactive E-based Information Platform Intended To Support A Better Understanding Of The Law-making Process And The Role Of The Law In Responding To Health-related Challenges. The Health Law Tool Intends To Help Countries Strengthen Their Legal Frameworks For Health More Effectively. The Tool Will Allow Users To Easily Access Information And Learn How To Navigate Issues To Advance Health Through Law. It Intends To Guide Users Through The Law-making Process, And How It Relates To Health, And Health Law Topics; Illustrate The Underlying Core Components Of Legal Interventions And How These Combine To Create Policy-based Responses Within A Health Topic. The Tool Was Launched Internally In Early 2021, With Plans For An External Launch In 2022. There Are Three Additional Modules Planned For Finalization Prior To The External Launch. The Selected Consultant Will Oversee The Development Of Content, Quality Assurance Process, And Publication Process For These Modules. Using The Health Law Tool As A Core Product And Entry Point, Hle Is Undertaking Activities To Strengthen Capacities At A Regional And Country Level For Health Law. This Includes Rolling Out The Tool To Selected Who Country Offices And Technical Programmes, Testing The Tool With Country-level Officials, As Well As Carrying Our Regular Forums And Meetings For Information-sharing And Exchange, And Developing Networks For Health Law In The Region. Purpose/specific Objective Of The Activity The General Purpose Of This Consultancy Is To Support The Who Regional Office For The Western Pacific In Assisting Member States Of The Western Pacific To Strengthen Legal Frameworks Towards Achieving Health In The Sustainable Development Goals. Specifically, The Consultant Will Support Health Law And Ethics (hle) To Manage The Beta Phase Of The Online Health Law Tool And Prepare It For External Launch, Contribute To Technical Support For Member States In Priority Areas, And Build Regional And Country Capacity Through Forums And Other Information-sharing Activities. Description/methods Of Activities To Be Carried Out Output 1: Management Of The Health Law Tool Beta Phase And Preparation For Launch Deliverable 1.1: Coordinate Development Of Technical Webtool Content For 2-3 Health Law Modules (to Be Determined By Who) And Ensure Quality And Consistency Of Approach. Deliverable 1.2: Establish And Coordinate The Quality Assurance Process For The Tool And Work With External Quality Assurance Partner To Ensure All Content Is Of Appropriate Technical Standard For Publishing. Deliverable 1.3: Develop Project Plan For External Launch In 2022. Deliverable 1.4: Disseminate The Tool To At Least Three Country Offices And/or Technical Programmes, And Pilot Use With Country Officials As Requested. Output 2: Provide Technical Support And Guidance For Technical Programmes And Countries Deliverable 2.1: Coordinate The Development And Dissemination Of Tools And Technical Guidance For Technical Programmes And Member States On Legal And Regulatory Actions For The Implementation Of Digital Health Strategies. Deliverable 2.2: Provide Technical Support To Countries On Legislative Development Activities, Including Tobacco Control Frameworks In Papua New Guinea, As Requested.
