The contracting authority intends to enter into a framework agreement for the procurement of specific software licences.

The aim of the procurement is to enter into a framework agreement with a tenderer for the delivery of products, licences, consultant/installations services, and manufacturer maintenance, for 'Hardware Security Module' network connected systems. The Norwegian Tax Administration would like to enter into a contract with a tenderer that can contribute with products and the installation of highly available and flexible HSM systems for general use in the Norwegian Tax Administration's network.

The purpose of the procurement is to ensure Skatteetaten [the Norwegian Tax Administration] access to a security shredding service for treatment of sensitive documents to their locations throughout Norway. The service consists of delivery of containers, collection, transport, processing and end treatment of sensitive documents. Objective: The Norwegian Tax Administration has premises in a total of 50 locations in Norway. There are gyms in 31 of these locations. In addition there are 6 locations where the landlord is responsible for the gym, where some minor supplements can be procured by the contracting authority. The location structure can change if branches are closed or new premises are rented. The gyms vary in size and there is a large variation in how they are equipped. The equipment must be of standard quality for the branch and suitable for 'studio use/company use'. The aim of this contract is to enter into a framework agreement for the procurement of gym equipment/supplements and service of new and old equipment. Complete gyms could also be 'built up' at some locations where there are currently no gyms. See the requirements specification for further details on the procurement.

The framework agreement will cover the need to transcribe sound recordings from interviews and lawsuits.

The framework agreement will ensure that the Norwegian Tax Administration [Skatteetaten] has quick access to capacity and resources with solid expertise to perform legal services. The need will be greatest in the following areas of law: Public procurements Contract law, including ICT contracts Labour legislation Personal protection and information security There may also be a minor need for assistance within: Property law Company law Intellectual property rights EEA law
