Framework Agreement for Flying Start Childcare Provision in Powys - Phase 2 Expansion-Powys County Council established a framework agreement for settings providing Flying Start Childcare. The Council is re-opening the Framework for providers in the Expansion Phase 2 areas: Welshpool, Llandrindod Wells and Ystradgynlais.
