Tender Results of National Transport Authority

Experienced resources are required to support various new and on-going projects and operational management within the Authority. The scope of this tender covers the provision of various Transport Technology project and operational support roles with the Authority. The competencies of the resources anticipated under this contract would equate generally to the Principal Officer, Engineer Grade I and II and Assistant Principal Officer grades in the civil service to offer business and policy support as project administrators, system engineers, operations engineers, service delivery managers, vendor managers, contract managers, business analysts, project managers, technical architects and AFC specialists.

As part of the Authority remit as regulator for the provision of Taxi Regulation within the Republic of Ireland, the Authority is responsible for the delivery of the Small Public Service Vehicles (SPSV) Driver Entry Test, maintaining the question banks and retaining the results of historical tests. The Authority intends to conduct ongoing reviews and development of the SPSV Driver Entry Test. The Authority is seeking a Service Provider for the provision of review services for the SPSV Driver Entry Test, and subsequent recommendations on areas for improvement. The Authority is seeking a Service Provider with knowledge and experience of statistical analysis in computer generated testing. The Authority reviews the test questions on an on-going basis but requires a specialised third party to assist in completing an overall test performance and question review and provide recommendations on current industry best practice.

This competition is solely for the provision of AWS cloud consumption (compute and storage) only under the Public and Community IaaS/PaaS (Infrastructure as a Service / Platform as a Service). Private IaaS is currently covered by the Authority’s Datacentres. Note there is no requirement for Cloud management services (people) under this competition. The Authority currently has 12 AWS (Amazon Web Services) accounts managed in the AWS cloud. Full details of all requirements are available in the RFT document attached to this notice

The Authority is seeking a supplier to provide two sizes of Display Units for installation on new Bus Stop Poles. The intended duration of the Contract is a three (3) year period. The Authority may renew the contract for an additional one (1) year period, subject to satisfactory performance, cost effectiveness and a continuing requirement for the supply of Display Units. The scope includes the delivery of the Display Units as required in accordance with the RFT and training of the Authority’s nominated contractors on how to install, use and maintain the units to achieve the highest performance and design life of the product. The training shall be in person at the Tenderer’s premises or the delivery location in any of the five regions set out in the RFT.

The Authority wishes to procure a single public transport services contract for the operation of two orbital Public Bus Services, one between Tallaght and Blanchardstown (Route W4) and the other between Tallaght and Maynooth (Route W6), currently planned to assist in meeting demand for transport within the western suburbs of the Greater Dublin Area. These Public Bus Services form part of the Network Redesign project which forms part of the overall BusConnects programme to be implemented in the Greater Dublin Area. Tenderers should note that the award of this Contract is subject to Government approval, and the Authority does not bind itself to award this contract or proceed with subsequent stages of this competition.

The scope that may be required pursuant to the Framework Agreement includes the provision of Engineering Consultancy Services for transport and transport related projects, with an estimated value of less than €3,000,000.

The objective of this competition is to establish a framework of suitable qualified service providers who will be available, upon request, to tender for the provision of Servers, Storage and Network Devices in five (5) Lots for the Authority. Following consideration of Tenders received, the Authority may, at its discretion, enter into Contracts (being the Framework Agreement) with a maximum of six tenderers for Lots 1 to 5 inclusive, subject to that number meeting the minimum criteria and submitting the most economically advantageous Tenders. The expected term of the Framework Agreement will be four years from the date of Contract execution. At the sole discretion of the Authority, call-off competitions may be held where Tenders may be sought from the entities awarded a Framework Agreement.

Experienced Software Test Resources are required to support the various test phases being carried out on the ITS, NGT and other systems within the Authority. The Authority intends to use the Test Resources extensively over a number of different projects within the Authority. It is possible that Test Resources will be working on several different business areas in parallel at the same time. The Test Resources shall be involved in various types of testing in the complete testing cycle. It varies from unit (component) testing to sub-system and system testing and includes User Acceptance Testing (“UAT”) and Pilots. It is a mix of automated (script-based) testing and manual, black-box testing. Testing is typically based on requirements specifications and use cases for the various systems, and will be executed in several phases and cycles. Some test execution cycles will be supported by and witnessed by the external participants. Further detail provided in the Tender Documentation.

The Authority intends to enter into a contract (the Contract) with the successful Tenderer for the Provision of Traffic Surveys and Vehicle Occupancy Surveys on the M50 Cordon. In addition, the Authority intends to establish a framework of service providers for the provision of Traffic and Transport Survey Resources by entering into a framework agreement (the Framework Agreement) with five Tenderers (subject to a sufficient number of suitably qualified candidates) who are ranked highest following assessment of the submitted Tenders for the M50 Cordon Contract. The expected term of the M50 Cordon Contract will be until the Services in the Contract have been successfully completed.

The Authority requires a suitable Human Resource Consultancy provider to deliver HR consultancy and organisational development services to the Authority, as further set out in the Specifications of Service Requirements in Section 3.3 of the Request for Tender.
