Lower Thames Crossing - Kent Roads-National Highways is the government company charged with operating, maintaining and improving Englands strategic road networks. The Lower Thames Crossing (LTC) is a proposed new road connecting Kent, Thurrock and Essex through tunnels underneath the River Thames.
