Die Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH ist ein Bundesunternehmen und unterstützt die Bundesregierung dabei, ihre Ziele in der internationalen Zusammenarbeit für nachhaltige Entwicklung zu erreichen. Die GIZ ist in rund 120 Ländern tätig. Von den insgesamt 24.977 Mitarbeitenden arbeiten fast 70 Prozent als Nationale Mitarbeitende vor Ort (Stand 31.12.2021). Im Umfeld der internationalen Zusammenarbeit können Menschen Erfahrungen machen, die über die eigenen Kräfte hinausgehen. Das können Probleme am Arbeitsplatz, im Gastland oder aber auch Gewalterfahrungen sein. COPE (Cooperating with personell in stress, conflict and crises) ist die interne psychosoziale Beratungseinheit der GIZ. Als eigenständige Einheit in der Abteilung Gesundheitsservices steht COPE allen entsandten und nationalen Mitarbeiter*innen, Entwicklungshelfer*innen und integrierten Fachkräften sowie deren Familienangehörigen in individuellen Belastungs- und Krisensituationen zur Verfügung. Neben den individuellen Beratungsangeboten in Krisensituationen unterstützt COPE die Außenstruktur zudem bei der Entwicklung von strukturellen und präventiven Maßnahmen der Personalfürsorge (Staff Care). Ziel dieser Maßnahmen sind der langfristige Erhalt der Arbeitsfähigkeit und der Schutz vor aus der Arbeit resultierenden Risiken für die physische und psychische Gesundheit. Zur Verstärkung der Beratungsarbeit von COPE und um den vielfältigen Anfragen der Außenstruktur gerecht zu werden, soll ein bei COPE angesiedelter weltweit einsetzbarer Pool externer Fachberater*innen in den Bereichen Supervision, Coaching und psychosoziale Beratung/Krisenintervention aufgebaut werden. Der Pool besteht aus erfahrenen Fachkräften, die für Einzel und Gruppen-/Teamberatungen flexibel abruf- und einsetzbar sind. In der Regel werden die Beratungseinsätze online durchgeführt, in spezifischen Fällen können jedoch auch Präsenzberatungen vereinbart werden.

The water and sanitation sector is one of the three priority areas of cooperation between the Republic of Benin and the Federal Republic of Germany. The new AGIR-Eau project (Appui à la Gestion Intégrée des Ressources en Eau dans le context du changement climatique - Support for Integrated Water Resources Management in the context of climate change), financed by the Federal Ministry for Economic Cooperation and Development (BMZ), supports the implementation of Integrated Water Resources Management (IWRM) in the Pendjari, Mékrou and Mono river basins, as well as the management of wastewater and fecal sludge in the Grand Nokoué and two secondary towns (Djougou and Lokossa). The Ministry of Water and Mines (MEM) is the project's supervising ministry. The project is composed of three fields of activities, each corresponding to an Output: 1) Policy and strategic support (Output 1) 2) Integrated Water Resources Management (IWRM) in the context of climate change (Output 2) 3) Wastewater and Faecal Sludge Management (Output 3) Output 1 aims to develop, update and implement water management action plans and programmes that improve climate resilience and gender equality. This area of work provides strategic support to partner ministries (Ministry of Water and Mines, Ministry of Environment and Sustainable Development, Ministry of Health). Through this component, institutional support is provided as well as the drafting of some strategic documents for the sub-sectors of integrated water resources management and wastewater management. The activities of this component also support governmental reforms for a better support to the Beninese state. Component B (Output 2) implements activities to strengthen the capacity of the Ministry of Water and Mines (MEM) and its technical directorates and local water committees on Integrated Water Resources Management in the Pendjari, Mekrou and Mono river basins. The aim is to develop integrated water resource management measures that are resilient to climate change. These measures should enable the populations (especially women) to improve their income and the local water committees to have the financial means to invest in the protection of the resource. In addition, the project will strengthen the Flood Early Warning System (SAP) by rehabilitating the existing network with new telemetric sensors and improving the collection and transmission of real-time sensor data. Output 3 aims to develop the basic elements of a service chain in the field of wastewater and faecal sludge treatment. This sector is one of the new priorities of the Beninese government and many projects are currently underway (both in Greater Cotonou and in the country's secondary cities) on the setting up of the faecal sludge management service and the construction of treatment plants. In particular, German cooperation, via KfW, has built a faecal sludge treatment plant (STBV) in Calavi to treat the sludge of 300,000 inhabitants of Greater Nokoué. The construction of this STBV is now being finalised. Another STBV financed by the World Bank is being completed in Semé-Podji. Interventions in the field of "Wastewater and faecal sludge management" will concern the whole of Grand Nokoué and two secondary towns, but special attention will be given to the STBV financed by KfW.

The overall objective (outcome) of the GIZ program "Employment promotion for women for the green transformation in Africa (E4D)" is that the employment and economic situation of women, especially in companies driving the green transformation, has improved. Key outputs are: 1. Labour market-oriented education and training, 2. transition to the labour market, 3. employment in value chains, 4. competitiveness of start-ups and MSMEs and 5. regional scaling of the approaches. E4D"s strategy is to establish partnerships with stakeholders from the public and private sector and civil society that will improve the employment opportunities of women in companies and value chains that are driving the economic transition to an ecologically sustainable and climate-friendly business model. Opportunity-driven and demand-oriented measures will be conducted with individual partner organisation and multi-actor partnerships in the implementation countries Kenya, Mozambique, Tanzania, Uganda and South Africa with the aim of achieving quantitative employment effects and qualitative, transformative results. The capacity development measures at micro and meso level of implementation- and employment-oriented country measures supplement reform-oriented advisory approaches of bilateral DC projects. E4D focuses on sectors that offer the greatest possible employment effects for women and in which companies, with their products, technologies and/or services, are actively shaping the transition of the economy to an ecologically sustainable, climate-friendly business model (1. Sustainable agriculture and agricultural processing, 2. Blue economy and aquaculture, 3. Renewable energy, 4. Circular economy and waste management, including biomass, 5. Eco-tourism) and on two further sectors in which companies are developing more environmentally-friendly or resource-saving business models (6. Transport/logistics, 7. Construction). Up to now, E4D incorporates a co-financing agreement with the EU Team Europe Initiative "Investing in Young Businesses in Africa" (TEI IYBA). This initiative supports the business ecosystem and promotes a supportive business and investment climate and business culture, in particular for companies managed by young people and women. It will be implemented by the E4D programme in Kenya and South Africa together with other European partners. The personnel concept of the overall E4D programme comprises one international long-term expert that has the responsibility for the commission of the project. In each of the five E4D implementation countries, 2 international and 4 national long-term experts will be responsible for developing and implementing the country measures in partnership with the private sector and other partner organisations (output 1-4). Four international long-term experts are part of the central steering unit of the regional project and are responsible for the financial and administrative processing and control as well as coordination of the commissioning parties of the multi-donor initiative. Furthermore, four international long-term experts will advise the project teams in the implementation countries on technical matters concerning standardised approaches for employment promotion, gender equality, the green transformation and regional scaling. Two further international long-term experts have overarching responsibility for communication, monitoring and evaluation. Three international and four national long-term experts are already deployed to implement the regional TEI IYBA. There will also be two national long-term experts responsible for implementing the TEI in Kenya and South Africa, and one international long-term expert who will be part of the centrally controlled TEI advisory team.

In the context of the entry into force of the Paris Agreement, the German Federal Ministry for Economic Cooperation and Development (BMZ) supports the Algerian government to strengthen its climate governance and establish a framework fostering the implementation of the climate action that meets the objectives of the Algerian (Intended) Nationally Determined Contribution ((I)NDC). The Algerian government ratified the Paris Agreement in October 2016 and submitted its INDC. This contribution concerns the two equally important pillars of the United Nations Framework Convention on Climate Change; namely mitigation of greenhouse gas emissions and adaptation to the effects of climate change. As a reminder, Algeria"s INDC provides for a "Reduction of greenhouse gases emissions by 7% to 22% by 2030, compared to a business as usual -BAU- scenario, conditional on external support in terms of finance, technology development and transfer, and capacity building. The 7% GHG reduction will be achieved with national means." The INDC refers to various instruments for implementation, monitoring and readjustment of the mitigation component. In addition, regarding adaptation, the contribution refers to the need for a National Adaptation Plan (NAP). The project "Support for the implementation of the Paris Agreement on Climate Change in Algeria" (ClimGov 2) was designed taking into account the results obtained during the predecessor project "Strengthening of Climate Governance regarding the INDC" (ClimGov 1), as well as the different actions undertaken by the Algerian government with other technical and financial partners, such as the elaboration of the First Biennial Report and the Third National Communication and the upcoming launch of the National Adaptation Plan. This project will support the upcoming milestones in terms of accountability and planning of the climate action in the medium and long term (e.g. the next NDC and a first SNBC). The project will run from January 2023 to December 2025. Its political partner is the Ministry of Foreign Affairs and the National Community Abroad (MAECNE) and its main technical partner is the Ministry of Environment and Renewable Energies (MEER). The project will follow a multi-sectoral and multi-level approach and be based on the design and implementation of processes and tools for the implementation of the Paris Agreement. It will include human capacity building, institutional capacity building, strengthening of cooperation and reinforcement of framework conditions, all while strengthening communication and visibility. The project's main thematic priorities are: - Climate governance: The aim is to operationalize and institutionalize the NDC development process and draft regulatory and legislative texts to be validated by the national climate committee. - Adaptation: The aim is to introduce planning and monitoring processes for adaptation to climate change in selected sectoral institutions through the development of two sectoral guides, namely for the planning of adaptation measures and the institutionalization of monitoring and reporting processes according to the requirements of the Enhanced Transparency Framework (ETF) while taking into account the gender dimension. - Mitigation: The component will introduce planning and monitoring processes for the reduction of greenhouse gas (GHG) emissions. Modelling data of GHG mitigation scenarios for two sectors is planned under this section in order to be used in the elaboration of a National Low Carbon Strategy by 2050. - Climate finance: The component aims to strengthen the financing capacities of mitigation and adaptation measures for the relevant institutions. The implementation of domestic financing mechanisms will be planned as well as the application of Algerian institutions for direct access to the Green Climate Fund.
