Projects we work on are very diverse. On the one hand, we focus on developing the Hyde Park area development in Hoofddorp, d? new green and lively city district with metropolitan allure, located directly at the railway station of Hoofddorp. On the other hand, we are working on the development of Schiphol Trade Park, d? showcase for the most sustainable and innovative business park in Europe. Another example is the development of PARK21, a park for everyone with space for sports, recreation, relaxation and greenery covering 1000 hectares. Function profile  We are looking for an Infrastructure Project Manager who can carry out project management, in particular infrastructural projects, related to area developments and housing assignments. The infrastructural projects relate to, for example, improving access, the construction of HOV connections and fast cycle paths. As an Infrastructure Project Manager you are responsible for the timely, effective and efficient realization of allocated spatial, infrastructural projects. You manage the preparation and realization processes, the contracting with external parties and the implementation. External parties include the Amsterdam Transport Region, the province of North Holland, Rijkswaterstaat and contractors. You have extensive experience in negotiating with external parties in complex relationships and know how to lead them unanimously towards the goal of a project. You manage your projects in a professional manner, directing the input and contributions from external parties and various municipal teams. You direct the preparation, implementation and process control within your projects, monitor progress and coordinate the work of your project team members. You have a hands-on mentality. Besides leading the project, you also coordinate on the content. Together with the technical project manager and other advisers within the municipality, you are responsible for a project. You also write clear project documents such as project contracts, phase documents and proposals for decision-making. You have extensive knowledge of planned economics and land exploitation, contract management, civil engineering matters and planning in order to function properly in the role of Infrastructure Project Manager. The project manager is expected to have political-administrative sensitivity. You have a good eye for support in society and you anticipate all kinds of influences on the project in good time. You have experience with participation processes. Within the team you contribute to the joint professionalization and intervision. Where are you going to work? Cluster Projecten (41 FTE) consists of three teams: Senior Project and Program Management, Project Management and Project Management Office (PMO). Cluster Projecten ensures that the municipality of Haarlemmermeer approaches challenges in the physical domain in a professional project and program-based manner. The Project Management team consists of 25 experienced and professional project managers, including a flexible layer. In connection with the Deregulation of Labor Relations Act (Wet DBA), it has been assessed whether there is an employment contract if a self-employed person would acquire the assignment. Since there is a considerable risk of a relationship of authority and free replacement of the temporary worker is not desirable/realistic, the municipality of Haarlemmermeer is of the opinion that the risk of an employment contract is too high. That is why a self-employed person cannot register directly for this assignment. The term self-employed person does not fully cover the load. This also includes, for example, a BV that the director/major shareholder (DGA) wants to second, without there being an authority relationship between the BV and the person to be seconded. In connection with the Deregulation of Labor Relations Act (Wet DBA), the employee to be placed must be employed by the contractor on the basis of an employment contract or the contractor has concluded an intervention agreement approved by the tax authorities with the employee to be placed.
