Tender Results of Drammen Kommune

The procurement concerns the establishment of municipal roads and water and sewage at Holmen in Drammen. (See the tender documentation for details.)

A new regional sewage treatment plant will be established in rock in Nordbykollen in Drammen municipality. The treatment plant will receive and treat wastewater from Drammen, Lier and parts of Asker municipality. The treatment plant must fulfil current treatment requirements for the removal of phosphorus and organic material as well as the expected requirements for the treatment of nitrogen. The treatment plant must also be dimensioned such that any stricter treatment requirements for the parameters that are currently required are able to be met. Expansion for additional treatment stages will also be facilitated, primarily by assessing the need for space by extracting additional rock caverns. This contest comprises a preliminary project for a new regional wastewater treatment plant. The preliminary will be based on the concept selection study for a Sewage system for the Drammen region, which was considered by the municipal councils in Drammen, Lier and Asker in early 2023. 

Drammen Municipality will enter into a contract with a tenderer for the delivery of a road grader weighing between 20 and 24 tonnes, with associated equipment. The delivery is described in more detail in the tender documentation.

The contest concerns a framework agreement for the delivery of precipitation chemicals and flocculation chemicals to the municipality's treatment plants. The maximum value for group 1 and group 2, respectively, including any options and expected price increases, is set forth in section 1.1.4. The need is uncertain. The value can be both higher and lower, and will depend on, among other things, the contracting authority's needs, activities, budgetary situation and other framework factors. Drammen Municipality would like enter into a framework agreement for the procurement of gift cards. 

The new Drammen Hospital will be the local hospital for Lier, Drammen, Nedre Eiker, Røyken, Hurum, Sande and Svelvik, and it will have area functions for all of Vestre Viken. The new hospital is located at Brakerøya and it replaces Drammen and Bladstad Hospital. The site is 150 decares, and is located in the existing industrial area at Brakerøya as far as Drammenselva and near the railway station. Construction work began in autumn 2019, and full clinical operation is scheduled for May 2025. Drammen Municipality will be the builder for the the development of public infrastructure.

The call for tenders applies to the delivery of services for the replacement and installation of new water meters. See point 1.1.1 for a description of the participants in the contract. The value of the procurement is estimated at 7-8000 replacements per year with an option for plumbing work for minor service assignments for water meters. Maximum value, including any options and expected price increase: NOK 30,000,000 excluding VAT. The contract value is estimated to be above the EEA threshold value. The need is uncertain. The value can be both higher and lower, and will depend on, among other things, the contracting authority's needs, activities, budgetary situation, delivery possibilities for the water meter supplier and other framework factors. A framework agreement has been signed for the procurement of licences and licence administration. The contract includes the following product areas: - Procurement of licence administration as a service - Procurement and hire of licences -- Microsoft --- All contracts with Microsoft -- Platforms for --- Communication --- Viritualisation --- Back-up -- Office suite -- Operative system -- Operational tool -- Design tool -- Telephony -- The list is not exhaustive.  The contracting authority will be able to procure SaaS services outside of this contract, if the contracting authority deems it appropriate. 

The contest concerns Maintenance of park and landscaping facilities, framework agreement. The assignments include maintenance of green areas, plants, bushes, trees, etc. Does not include ploughing and playground equipment. The Arena for Culture, Sports and Recreation is an independent purchaser and is responsible for its portion of the contract. This concerns both South Drammen and North Drammen. In addition, Drammen Museum is also an independent purchaser and is responsible for its portion of South Drammen. The maximum value per group, including any options and expected price increases, is stated in point 1.1.4. The need is uncertain. Drammen Municipality has entered into a contract with ECIT for the operation and administration of network and security products. The agreement shall be valid until a new tender contest is implemented. The procurement was made in accordance with the regulations, section 13-4, letter b, no. 2 and the voluntary ex-ante transparency notice that was previously published. No objections have been received from the market.
