CP2591-24 Devon & Torbay Local Growth Plan-Background The formation of a Devon and Torbay Combined Authority (CCA) was announced on 19th September 2024. Establishing the CCA is legally required to assume responsibility for new funds and powers transferred by Government from Whitehall to Devon and Torbay.
