The Department of Foreign Affairs engages in partnerships with International Non-Governmental Organisations (INGOs) and Civil Society Organisations (CSOs) and supports development and humanitarian interventions in order to further its policy objectives. The Department currently manages a number of strategic funding schemes to facilitate these partnerships including Ireland’s Civil Society Partnership for A Better World (ICSP), the Civil Society Fund (CSF), and a number of Strategic Partnerships (SPs). Each scheme facilitates grant support to INGOs and CSOs (“partners”). Processes in place to assess and manage financial risk across these funding schemes. The Department wishes to engage external consultancy services to support the Civil Society Unit (CSU) to optimally manage financial risk across its funding schemes.

External consultancy services, consultant/s will be members of a mixed team with three officials of the Evaluation and Audit Unit (EAU); the purpose of which is to implement an independent evaluation of Ireland’s term on the UN Security Council 2021-2022. The evaluation will be managed by an officer of the DFA’s Evaluation and Audit Unit. The consultant(s), as part of the mixed team, will apply a mixed-methods approach to data collection. With guidance from a Reference Group, the Evaluation will include, inter alia: Data collection (review of project documents, project expenditure, interviews, (including a visit to Ireland’s Permanent Mission to the UN (PMUN) in New York); Data Analysis and drafting findings Internal Consultation / Presentation workshop to present and test initial emerging themes, to identify any issues for further consideration and to help facilitate the development of recommendations;

The Department of Foreign Affairs requires the provision of International removal services (household effects) for staff of the Department when moving to, from and between postings overseas. The Independent Supervisory Service will provide a suitable individual qualified in a relevant building / construction discipline (Engineering, Architectural degree etc.) who will have extensive experience in working in the Nigerian and/ or equivalent African construction context post qualification. The primary role of the Independent Supervisor will be to represent the interests of DFA by independently monitoring and reporting on behalf of the DFA Project team that the progress of the construction works, quality of both materials and workmanship are executed by the contractor; in accordance with, programme, planning permission, building regulations, all contract drawings, specifications, Health and Safety requirements etc. The Independent Supervisor will also observe and report to DFA on the performance of the Design Team in their onsite administration of the construction contracts and their quality certification of completed works.

The Consulate General intends to lease and fit-out an office space within a multi-storey building in Chicago. A Project Management company is required to assist the Consulate General in preparing a technical due diligence report of the preferred building, and the management of the fit-out project from the procurement of a design team and building contractor through the design and construction stages of the project, resulting in the delivery a completed office space.
