The subject matter of the contract is to provide technical support to eight independent fiscal institutions (IFIs), to enhance their analytical capacity and strategic orientation, to effectively perform their mandated tasks as foreseen by EU law. The contractor is requested to provide support for: (i) developing new tailored macroeconomic and fiscal models and upgrading existing ones; (ii) enhancing the long-term sustainability modelling capabilities of IFIs, including climate risk assessment; (iii) identifying ways to enhance IFIs strategic, institutional and operational effectiveness in view of the reformed EU economic governance framework; (iv) increasing IFIs’ outreach and visibility towards the general public and stakeholders.

The services contract will provide support to the “Scientific and Technological Support to Regional Centres of Excellence (RCoEs) related to Green Transition” programme. The objective of this procurement is about setting up a framework contract to support the Commission in the running of a Programme Support Office for the development of Simpl, notably in supporting the independent verification and validation (IVV) of its deliverables.

This procurement should support the Commission to fulfil its reporting requirements under Article 21(4) of Regulation (EU) 2015/757 by supporting the preparation of the three annual reports based on MRV data for the years 2023, 2024 and 2025. It should also support stakeholders in the implementation of the Regulation and the application of the ETS Directive to maritime by supporting the Commission in developing guidance documents. It should also assist the Commission in the preparation of an impact assessment for the review of the Regulation in accordance with its Article 22a, inter alia, to include within its scope ships below 5 000 gross tonnage but not below 400 and other aspects to be defined by the Commission. This procurement should support the Commission in monitoring the implementation and impacts of the ETS extension to maritime transport, in particular to detect evasive behaviour and considering outermost regions (in accordance with Article 3g(3) of the ETS Directive).
