This contract concerns the activities carried out by the EP in Hungary, in the capital as well as in the different regions for a decentralised communication. The services can also be requested for cross-border activities with neighbouring countries.

The objective of this procurement is about setting up a framework contract to support the Commission in the running of a Programme Support Office for the development of Simpl, notably in supporting the independent verification and validation (IVV) of its deliverables.

This procurement should support the Commission to fulfil its reporting requirements under Article 21(4) of Regulation (EU) 2015/757 by supporting the preparation of the three annual reports based on MRV data for the years 2023, 2024 and 2025. It should also support stakeholders in the implementation of the Regulation and the application of the ETS Directive to maritime by supporting the Commission in developing guidance documents. It should also assist the Commission in the preparation of an impact assessment for the review of the Regulation in accordance with its Article 22a, inter alia, to include within its scope ships below 5 000 gross tonnage but not below 400 and other aspects to be defined by the Commission. This procurement should support the Commission in monitoring the implementation and impacts of the ETS extension to maritime transport, in particular to detect evasive behaviour and considering outermost regions (in accordance with Article 3g(3) of the ETS Directive).

The new framework contract is aimed at ensuring that the video post-production platform (VPPP) is kept running, further improved and up to date to fit with the continuous technological evolution in the broadcast domain, allowing the Secretariat to continue to deliver high quality services to its stakeholders (President of the European Council [PEC] / European Council [EUCO], Presidency / Council, Eurogroup President / Eurogroup) and media clients).

These must cover both security and non-security aspects. The security aspects comprise the establishment of a 'product security baseline for EuroQCI components' (this work will have to be carried out in cooperation with relevant national security authorities, organised by the Commission services) and the development and building of a testing infrastructure necessary and commensurate to evaluate, in accordance with common criteria, security products implementing quantum cryptography. The non-security aspects are expected to cover functional and non-functional properties, including safety.
