The required prior work experience for the bidder includes: - One completed and commissioned work of pipeline laying of Rs. 2.98 Cr or above - OR Two completed and commissioned works of pipeline laying of Rs. 2.23 Cr above - OR Three completed and commissioned works of pipeline laying of Rs.1.49 Cr above. The values are also mentioned in terms of percentage of the estimated cost put to tender: - One completed commissioned work & of pipeline laying of cost not less than the amount equal to 80% of the estimated cost put to tender or more - OR Two completed commissioned works & of pipeline laying of each costing not less than the amount equal to 60% of the estimated cost put to tender - OR Three completed & commissioned works of pipeline laying of each costing not less than the amount equal to 40% of the estimated cost put to tender. For joint ventures, the credit for the firm that has completed a work in joint venture is allocated as follows: - If the firm has completed the work as a Lead member in the project, the firm can claim credit for the entire scope of work. - If the firm has completed the work as a member in the project, the firm can claim credit for the entire scope of the work in proportion to the stake. For example, if the capacity of the WWTP executed is 30 MGD and if the firm has executed the project as a member with a 40% stake, then the firm can claim credit for (40% x 30 MGD) 12 MGD works. Additionally, 25% to 50% of the estimated amount shall be considered based on the stipulated period of completion for works tendered. The bidder should have completed similar works in the water or sewerage sector. The bidder should have completed construction works in the last 5 years. The experience certificates should contain information such as name of work, location, scope of work, capacity, cost of work, and duration of work. The certificates should be for similar works completed. The bidder needs to provide details of construction works in the last 5 years, including the value of works executed in each financial year. The bidder should submit a statutory auditor certificate specifying the payments received for the project. In the event of percentage participation in the project calculated through the statutory auditor certificate differing from the percentage in the JVA, the percentage participation calculated through payments received will be considered. The bidder should also submit experience certificates, and in the case of joint ventures, the joint venture agreement for that particular work. Experience certificates not accompanied by a joint venture agreement will not be considered for evaluation. The average annual construction turnover details, net worth details, profitability details, available bidding capacity details, working capital details, and litigation details should be provided as per specified formats. The bidder should submit audited balance sheets and profit & loss statements for the past 5 years. The bidder should also submit a declaration on Rs 10/- stamp paper in original stating that the bidder's firm is neither blacklisted nor debarred from any Indian government department as on the date of submission of the bid. An affidavit for the correctness of the information submitted along with the bid should also be provided.
