Complete maintenance of toilet blocks existing in DDA Park(s). a) Day to day cleaning maintenance, operation and watch & ward of toilet blocks including cleaning of wall and floor tiles, all sanitary fitting and fixtures i.e. European & Indian Types W.C., Wash basins, urinal bowls, floor traps, house manhole, chambers, gully traps, gratings, waste pipes, doors and windows panel and glass panes etc. all complete including cleaning & sweeping, washing, mopping and dis-infecting of floors & sanitary fittings. The cost of wipers, brooms, belcha, kolchi, kharpachies, soap and dusters, detergents, phenyl, harpic & toilet cleaner, mug & bucket and air-freshener etc. all-inclusive whichever is required as per approved list with officer-in-Charge. (One Environment Assistant will be deployed in each shift i.e. Ist shift 6:00 AM to 2:00 PM and IInd shift - 2:00 PM to 10:00 PM and one Chowkidar-cum-E.A. in IIIrd shift (at night) i.e. 10:00 PM to 6:00 AM per day in the park. b) Cleaning of septic tank as & when need arises by mechanical means as per direction of officer-in-Charge. c) Repair and maintenance of civil components such as sanitary fitting and fixtures, cement plaster, flooring, painting, information board, doors, windows and glass panes, PVC water tank of 500 litre whenever required etc. d) Repair and maintenance of electrical fitting and fixtures i/c wiring, switches, lights and exhaust fans etc. e) Supplying and filling water in the loft Tanks.
CONDITIONS: - 1. The Agency shall inspect the site before quoting the rates. The toilet shall be handed over to the agency by the Department on “As is Where is” basis and agency shall do the complete repairs / providing / fixing such as plaster, flooring, painting, finishing and sanitary fitting & fixtures, information plates, electrical fitting & fixtures etc. to ensure better aesthetic look and proper functioning of available facilities within 15 days, after taking possession of toilet blocks, to the entire satisfaction of Engineer-in-Charge, otherwise a penalty of Rs.2000/- per day will be levied and recovered from the bill till the final completion of repairs as mentioned above. 2. If agency fails to maintain the proper and perfect cleanliness in the toilet blocks in all respect on any day, the penalty of Rs.2000/- per shift per toilet will be levied and recovered from the bill. 3. The agency shall be responsible for safe custody of all the civil / electrical fitting and fixtures fixed in the toilet block during the execution of entire contract period. If any material is damaged or broken or removed in theft etc. during contract execution period, the agency shall replace the same within 24hrs. otherwise penal recovery of Rs.3000/- per day will be recovered from the agency in addition to replacement of damaged or theft items. 4. The agency shall be responsible for proper care, upkeep, maintenance & functionality of all the fitting and fixtures during the execution of above work for entire contract period. 5. If replacement of any fitting is done by DDA, the cost of the same shall be recovered at the prevailing market rates from the agency as decided by the officer-in-charge and his decision shall be final and binding on agency. 6. The agency will display the telephone no. of contact person i.e. agency or its representative for any complaint in respect of facilities in the toilet. 7. During the duty period, Environmental Assistant (E.A.) and Chowkidar-cum-E.A. will not leave the duty place. If they are found absent from duty place at any point of time of inspection or supervision or a complaint in this respect is received from park users, the penal recovery of Rs. 1000/- will be recovered per shift per person from the agency. 8. The water for cleaning and operating the toilet shall be arranged by the agency by any means, but water should be available in tanks / taps every time. In case, water not found available in taps at any point of time a penalty of Rs.1000/- will be recovered from the agency. 9. Payment of wages to the workers / labourer shall be made through ECS /NEFT by the agency as per the minimum wages of GNCTD applicable at the time of execution of work and submit the proof of that payment along with bill to the Engineer-in-Charge. 10. The agency shall be bound to follow the instructions notified by the Govt. of India for Prohibition of Manual Scavenger and Rehabilitation Act-2013. 11. Attendance of the workers shall be monitored and verified by the S.O. /AD (HORT.). 12. If the agency quotes his rates / tender amount below 10% of the estimated amount put to tender, such tender amount shall be considered as non-workable amount and that tender shall not be considered and will be out rightly rejected, EMD will be forfeited & the agency will be debarred for further participation in tender works in DDA for two years. 13. In case the lowest rates quoted by the bidders are same, then in order to arrive at a decision, a draw of lots shall be carried out by a Committee comprising of Director (Hort.) NW Zone, concerned Dy. Director (Hort.) of the Division Office and AAO of the Division in the presence of such bidders available at the time of draw who quoted the same rate. 14. The rates should be quoted in the BOQ by the contractor upto round of two decimal digit and beyond two decimal digit the tender shall not be considered for financial bid.
