The bid capacity required in the given tender includes: 1. Annual Average Turnover: The service provider should have an annual average turnover of at least Rs. 2 Crores for the last three financial years.
2. Financial Net Worth: The service provider should have a positive net worth in the last three financial years.
3. Technical Capability: The service provider should have completed/ executed/ ongoing at least 2 assignments of social media management / Digital media marketing for one State Government / Any Govt. Department / Ministry of Central Government / Public Sector Unit of Central or State Government / Public Limited Company in the period of last 3 years of value INR 50 Lakh. Additionally, the bid capacity required is 5% of the total contract value. The formula for the performance bank guarantee is: Performance Bank Guarantee = 5% of the total contract value For example, if the total contract value is Rs. 100,000, then the performance bank guarantee would be: Performance Bank Guarantee = 5% of Rs. 100,000 = Rs. 5,000. Other formulas used for evaluation are: 1. Financial score calculation: Proposal with the lowest cost (L1 bidder) will be given a financial score of 100, and other proposals will be given financial scores that are inversely proportional to their prices. 2. Technical score calculation: Proposal with the highest technical marks will be given a technical score of 100, and other proposals will be given technical scores that are proportional to their marks. 3. Evaluated Bid Score (B) calculation: B = (X * (Clow / C)) + ((100 - X) * (T / Thigh))

- Clow = the lowest of all Evaluated Bid Prices among responsive Bids

The bidder should have experience with at least three projects with an order of value of at least Rs. 50 Lakhs in the last 3 years in Social media management/digital marketing services in scientific Institutions/departments. Additionally, the bidder must have experience of at least 3 years in print and digital media, designing books/coffee table books, creatives, GIFs, short videos, documentaries, booklet and brochures, and newsletters in scientific Institutions/departments. The bidder must also have completed 3 major projects in social media management for any State or Central Government, local bodies, or any PSUs. The bidder should have successfully executed/completed similar Services over the last three years, with the following conditions:
1. Three similar completed services costing not less than the amount equal to 40% of the estimated cost; 2. Two similar completed services costing not less than the amount equal to 50% of the estimated cost; 3. One similar completed service costing not less than the amount equal to 80% of the estimated cost. The estimated bid value is 27000000, and the bidder should have experience in Digital Marketing/social media Management for at least the last three years. The bidder should have experience with at least two projects with an order value of at least Rs. 50 Lakhs in the last 3 years in Social media management/digital marketing services in scientific Institutions/departments.
