The required prior work experience for the bidder is categorized into four types: Category 1, Category 2, Category 3, and Category 4. Category 1 refers to project experience on eligible projects in the Railways sector, Category 2 refers to project experience on eligible projects in the core sector. Category 3 refers to construction experience on eligible projects in the Railways sector, Category 4 refers to construction experience on eligible projects in the core sector. The experience for each category is computed based on the weight of the following factors: - Category 1: 1 - Category 2: 0.50 - Category 3: 1 - Category 4: 0.50 The value of similar works completed should be at least 5% of the Estimated Project Cost of the Project for which Bids are being invited. Additionally, for specific types of work, the bidder should have experience of the value of estimated work as mentioned, such as electrification work and Signalling and Telecommunication work. The bidder must have completed or substantially completed at least one Eligible Project of Railway Sector of value not less than 35% of the Estimated Project Cost. In case of Consortium/Joint venture, the other members of the Consortium/Joint venture must have completed or substantially completed at least one Eligible Project of Railway Sector of value not less than 10% of the Estimated Project Cost. The bidder should also have a minimum Net Worth of Rs. 19,07,59,661 (Rs. Nineteen Crore Seven Lakhs Fifty Nine Thousand and Six Hundred Sixty One only) at the close of the preceding Financial Year. The bidder must demonstrate Technical Capacity and experience by fulfilling certain conditions, including having received payments for construction of Eligible Project(s) or having executed construction works by itself in a PPP project, such that the sum total thereof is more than 2.5 times the Estimated Project Cost. At least one fourth of the Threshold Technical Capacity shall be from the Eligible Projects in Category 1 and/ or Category 3. Substantially Completed Work means an ongoing work in which payment equal to or more than 75% of the present contract value has been made to the contractor. Detailed monetary values mentioned include: - Rs. 19,07,59,661 (minimum Net Worth) - 2.5 times the Estimated Project Cost (Threshold Technical Capacity) - 35% of the Estimated Project Cost (for Railway Sector projects) - 10% of the Estimated Project Cost (for other members of Consortium/Joint venture) - 75% of the present contract value (for Substantially Completed Work) - 5% of the Estimated Project Cost (value of similar works completed)
