National Buildings Construction Corporation or NBCC (India) Limited is a prominent Navratna Public Sector Undertaking (PSU) company, which comes under the Ministry of Housing and Urban Affairs of the Government of India. Registering on the NBCC Tender Portal
To participate in the NBCC e tendering process, a contractor or a business has to register on the NBCC tender portal. The contractor can simply go on the NBCC tender portal and follow the specific instructions given on it to register as a bidder. Usually, you can simply go to the eNivida website’s homepage and click on ‘Bidder Enrolment’ or ‘New Registration’. You will see an online registration form. Download the form and fill in the required details, viz. –
- Company or organisation’s name, address and contact details (phone, email)
- Type of organisation
- Contact person’s details like his name, designation, contact information, etc.
- Company’s Permanent Account Number (PAN)
- Goods and services tax (GST) registration details
- Other statutory registration numbers like PF, ESI, as asked
- Companies bank details for online transactions or refunds
- Valid Class III Digital signature certificate (DSC)
You may also be asked to upload some of the above documents along with the company’s Registration Certificate or Memorandum of Association (MOA) or Articles of Association (AOA). Read the terms and conditions of the NBCC tender portal and the bidder registration agreement before accepting them, and then submit your registration form. Once your documents are verified by NBCC, you will receive your login credentials (Login ID and Password) for the NBCC tender portal.
Eligibility Criteria for NBCC eProcurement for Potential Bidders
The minimum eligibility criteria for an NBCC e tender for interested bidders as documented in the NBCC’s general instructions of contract are –
Work Experience
The contractor/potential bidder must have previous experience of completing similar works successfully during the last 7 years. The work should have ended in the previous month to the one in which the concerned NBCC e tender has been published. The bidder must have any one of the following hands-on experiences previously –
- Three work experiences in projects akin to the current one, each with a cost of at least 40% of the estimated cost of the concerned NBCC e tender.
- Two work experiences in projects akin to the current one, each with a cost of at least 50% of the estimated cost of the concerned NBCC e tender.
- One similar work experience in a project akin to the current one, which has had a cost of at least 80% of the estimated cost of the concerned NBCC e tender.
Each mentioned experience should be supported by documents signed by an officer of at least the rank of an executive engineer.
Financial Strength
- The bidding company should be financially stable. Its average annual financial turnover in the past three consecutive years should be at least 30% of the estimated cost of the current NBCC tender. The accompanying documents proving the same should be duly certified by a CA with his seal and registration number.
- The net worth of the company as on 31st March of the previous financial year must be a minimum 15% of the estimated cost of the current tender in question.
- A bank solvency certificate issued by a nationalised bank or any Schedule bank must be submitted, which must be at least 40% of the estimated cost of the current NBCC e tender.
- Make sure that the bidder has not incurred losses in more than 2 financial years in the last five years.
- The bidder should meet the Working Bid Capacity Criteria as referred to in the Notice Inviting Tender (NIT) and must submit a summarised balance sheet with profit and loss account for the last 5 years.
- Other financial documents to be submitted are –
- Demand draft or Banker’s cheque as per the cost of tender document
- Proof of deposit of NBCC e tender processing fee
- Demand draft or Banker’s cheque towards EMD
- All other documents mentioned in the NIT.
Application Guide for NBCC eProcurement
An NBCC tender can be found on the CPPP (Central Public Procurement Portal) or on NBCC tender portal. Besides, they are also available on tender aggregation websites like BidAssist.
