NBCC tendering is done on the NBCC eprocurement portal, where potential bidders can register and access any NBCC tender relevant to their business and also submit their bids online. The bids are evaluated based on predefined criteria that includes your technical expertise, financial capabilities and past experiences. In addition to that, the contractors interested in NBCC tenders must be aware of the:

  • Scope of Work – The BOQs (Bill of Quantities), Special and General Conditions of the Contract, Tender Specifications, Drawings, etc. are determined as per the details mentioned in the NBCC eprocurement document (but may not be limited to it). 
  • Environmental Conditions – Before the bidder quotes a price for the project, he is expected to have gone through the environmental conditions of the area like the topography of the land, sub-soil water conditions, its accessibility, drainage etc, which may impact their rates. They should not claim additional demands against the foregoing after the tender NBCC is awarded.

Tracking an NBCC Tender after Submitting a Bid

An NBCC tender can be tracked in various ways –

  1. Official NBCC Website – Visit the official NBCC tender portal regularly. To check any NBCC tender result, go to the ‘Tenders’ or ‘Procurement’ section, where all the results are published.
  2. ENivida and CPPP – NBCC uses a platform called eNivida for publishing and managing NBCC tender including tender notifications, documents and results. The Central Public Procurement Portal or CPPP is a broad government portal that publishes NBCC tender/s too. You can access the bid results on CPPP as well.

P.S. While both eNivida and CPPP may not explicitly announce the NBCC tender results, you can find the status of a tender within the tender documents or using specific filter functionalities.

What Happens When Your Bid is Accepted?

Once an NBCC tender is accepted, the accredited representative of the bidding company would be given instructions from the Engineer-in-Charge or an authorised person of the NBCC project. This usually takes 7 days or so from the date of issue of the Letter of Awards by NBCC. 

Acceptance of an NBCC Tender

During NBCC eprocurement, NBCC has the right to reject any tender in part or full, without having to give any explanation or reason to the bidders. There is no rule on the NBCC tender portal that says that a tender would be awarded to the lowest bidder. NBCC eprocurement can choose to award the tender to a single party. They can also decide to split the work amongst two or more parties depending on their requirement and is not obligated to provide a reason for the same to any of the bidders. Any bid submission that does not fulfil all requirements of the NBCC tender is liable to get rejected.

Key Information for Bidders After Winning an NBCC Tender

The NBCC tender portal provides all the key information that guide potential bidders to diligently monitor the tendering process and understand the post-result procedures. Here are some pointers that would help you stay on track while handling NBCC tender results after a win –

  • The bid winner should be aware that the area for construction sometimes is made available in phases as per availability and sometimes as per the actual progress of work on the construction site.
  • When the work is being carried out, the contractor should ensure that it does not affect traffic and movement of people on a day-to-day basis. 
  • Any traffic diversion or any other public constraints have to be managed as per the local traffic police laws. The buyer company will not be bound to incur any additional payment related to that whatsoever. 
  • The contractor is solely responsible for arranging the resources to complete the project within the stipulated time.
  • The Engineer-in Charge of an NBCC tender releases drawings from time-to-time highlighted as “GOOD FOR CONSTRUCTION” based on latest additions/deletions/modifications during the execution and progression of work, that would have to be incorporated in the original scope of work.
  • The setting up of an office, huts, access road to the site and all associated temporary works is the responsibility of the contractor and will be subject to approval of the Engineer-in-Charge.
  • Additionally, the equipment, labour, construction material, reinforcement and steel required for the enabling works associated with the entire project have to be arranged by the contractor. The contractor will not be paid extra on this account.

Formal Actions by Successful Bidders After Winning an NBCC Tender

Examine the Letter of Acceptance

Review the LOA and the contract details carefully and pay attention to the following details –

  • Contract value and the final awarded amount.
  • Scope of work, tender deliverables and specifications.
  • Timelines, commencement date, milestones and completion period.
  • Terms of payment, payment schedule and conditions.
  • Performance security like the required amount, format (bank guarantee, FD, etc.) and submission deadline.
  • Terms and conditions of the LOA.

Responding to the LOA to Formally Accept the Award

The bid winner must respond to the LOA within the specified timeframe to finalise the formal acceptance of the award. Else, NBCC eprocurement holds the right to cancel the award.

Signing the Contract

NBCC eprocurement schedules a date for the formal signing of the contract. As a contractor and a bid winner, ensure that the authorised representative/s from your organisation are present with the mandatory documentation from the company. The representative from the bid winning company should review the contract agreement carefully before signing it.

Submission of Performance Security

Demonstrate your commitment to fulfilling the contract by submitting the performance security in the required formats within the given timeline.

Project Planning and Execution

Develop a thorough project plan based on the timelines and specifications of the NBCC tenders and plan the allocation of resources as per them. Once the project commences, maintain communication with the NBCC project management team.
