PWD is one of the prestigious departments under the Government of West Bengal. The Public Works and Public Works (Roads) Department under PWD are responsible for the planning, survey, construction, design and maintenance of Roads, Bridges and Buildings throughout the state. Besides, PWD also carries out works related to electrification, air-conditioning, sanitary plumbing, fire-fighting, lifts, water supply, PABX, Generators, IT etc. PWD provides infrastructural support for original as well as repair works to all the departments directly under the Government of WB as well as other semi-Government/Government undertakings. There are three directorates in this department, namely:

  • Public Works Directorate that comprises Civil Wing, Electrical Wing and Architectural Wing.
  • Public Works (Roads) Directorate that is split into six CE Offices that are Roads, National Highway, Durgapur Expressway, NH World Bank, RBRI and Planning & Quality Assurance.
  • Public Works Construction Board Directorate

Principal Aims of PWD

  • To elevate or upgrade the economical activities of the whole state.
  • To create wealth through improvement in the transportation system.
  • To alleviate poverty through construction of bridges, roads and public buildings
  • To support improvement of transportation services.

Responsibilities under PWD

The Public Works Department is presently responsible for the maintenance and upkeep of 3300 km of State Highway, 7300 km of district roads, 5400 km of rural roads and 2000 km of National Highway. It is also expected that nearly 3000 km of additional road length would come under PWD in the near future. The department not only constructs and maintains Government buildings, but also handles various other infrastructure projects related to stadiums, swimming pools, airports, auditoriums, helipads, bus terminals, etc. 

Public Sector Undertakings Under PWD WB

It is pertinent to mention here that West Bengal Highway Development Corporation (WBHCL), Mackintosh Burn Ltd. (MBL), Westinghouse Saxby Farmer Ltd. (WSFL) and Britannia Engineering Ltd. (BEL) are the four PSUs under PWD WB. These agencies have multiple projects that are underway, all across West Bengal. Some of the important ongoing projects of MBL are listed as under-

  • Renovation of Writers Building, Kolkata
  • New Town IT Park
  • West Bengal Health University
  • Bridge over Teesta Barrage (Gajaldoba)
  • Agricultural College, Bardwan

Recently, among these WB Tenders, Westinghouse Saxby Farmer Ltd. had invited bidders for works like Installation of Furniture at the WB National University of Juridical Sciences, Kolkata, provisioning of Security Services for its installations and Installation of Lan set-up in their office, and multiple tenders for Department of School education – DSE tenders for Jalpaiguri.   • Tenders for renovation and development of Rajbari Eco Heritage Park in Cooch Behar with an estimated cost of ₹1.86 crore was published on 10th March, 2023.
  • On 16th of March, 2023, a PWD tender WB was floated for installing SITC of HVAC machines (air-conditioning systems) and construction of a 100-bedded ward in Maynaguri Rural Hospital. 
  • Renovation and alteration work related to ancillary work of the air conditioning system in the office of the labour commissioner of Kolkata, was published by PWD on 17th of March 2023.
