Over and above these specifications and standards,  there is an integral maintenance provision of 5 years in the EPC contract and that is a near hallmark of the rural connectivity program. As there is a manpower constraint for the department, there is a requirement of systems of various tiers of inspection, measurement and testing, and then reporting and rectification in compliance with engineering and administrative parts. 

Brief on RWD Bihar project status 

Bihar is one the states that has poor rural connectivity. The state has identified about 129,209 habitations in the central, state core networks and supplementary state core network of rural connectivity, and so far the state has provided connectivity to about 68,174 habitations with single all weather roads. The connectivity covered has been done through multiple different government schemes. For example, from the 68,174 habitations, 45,672 habitations have been covered by the centre sponsored flagship scheme called Pradhan Mantri Gram Sadak Yojana – PMGSY. The remaining 22493 habitations got covered under multiple schemes but majorly under the state sponsored supplementary flagship schemes called Mukhya Mantri Gram Sadak Yojana and after that its successor scheme Mukhya Mantri Gram Sampark Yojana – MMGSY. There is still 61,035 habitation connectivity left and that is an arduous task to be completed in the next 5 years. PMGSY will cover about 5156 habitations out of it, and remaining will get covered under MMGSY and GTSNY – Gramin Tola Sampark Nischay Yojana.

To start with, a total of 129473 kms of rural roads had to be built for rural Bihar. Out of this, so far 68591 kms has been built, and this includes the 45832 kms under the Pradhan Mantri Gram Sadak Yojana. There is another 60,882 kms of road length that needs to be built by the state, which also includes 10,397 kms to be constructed under PMGSY. The government of Bihar has taken up the resolve to complete this task within 4 years. The investment required for this is about 65,500 Crores and out that about 12,000 Crores will be coming from the central government under the PMGSY scheme. This is currently being funded as a 60:40 centrally sponsored scheme. Remaining 53,500 Crores need to be mobilised by the state government of Bihar in next 4 years.
