The required prior work experience for the bidder includes having successfully completed or substantially completed any one of the following categories of work(s) during the last 07 years: (i) Three similar works each costing not less than 30% of the advertised value of the tender, (ii) Two similar works each costing not less than 40% of the advertised value of the tender, (iii) One similar work costing not less than 60% of the advertised value of the tender. In case of tenders for composite works, the tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years: - Three similar works each costing not less than the amount equal to 30% of advertised value of each component of tender. - Two similar works each costing not less than the amount equal to 40% of advertised value of each component of tender. - One similar work each costing not less than the amount equal to 60% of advertised value of each component of tender. For subletting of work, the subcontractor shall have successfully completed at least one work similar to work proposed for subcontract, costing not less than 35% value of work to be subletted, in last 5 years. However, for subletting of work costing up to Rs 50 lakh, no previous work experience of subcontractor shall be required. The completion cost of the work is determined by the value of the final bill (gross amount) including the PVC amount (if paid). If the final bill is pending, the total gross amount already paid, including the PVC amount (if paid), is considered as the completion cost. In the case of substantially completed work, the total gross amount already paid, including the PVC amount (if paid), as mentioned in the certificate, is considered as the cost of the substantially completed work. The overall cost, including the PVC amount (if paid), of a completed or substantially completed work similar in nature is considered for evaluating technical credentials, without separate evaluation for each component of that work. The bidder must also furnish details of existing commitments and balance amount of ongoing works, which should be duly verified by a Chartered Accountant. The available bid capacity of the tenderer shall be calculated based on the maximum value of construction works executed and payment received in any one of the previous three financial years or the current financial year. The formula for calculating available bid capacity is: Available Bid Capacity = [A x N x 2] – 0.33xNxB, where A is the maximum value of construction works executed and payment received, N is the number of years prescribed for completion of work, and B is the existing commitments and balance amount of ongoing works. The value of a completed work or work in progress for a member in an earlier JV shall be reckoned only to the extent of the concerned member's share in that JV. The required prior work experience for the bidder can be demonstrated through work experience certificates issued by government organizations or public listed companies with an average annual turnover of Rs 500 crore and above in the last 3 financial years. In the case of partnership firms, the credentials of individual partners from previous proprietary firms or dissolved previous partnership firms are considered to the extent of their share in the previous entity on the date of dissolution/split and their share in the newly formed partnership firm. For example, if a partner had a 30% share in the previous entity and a 20% share in the present partnership firm, the credentials of that partner will be considered to the extent of 0.3*0.2*value of the work done in the previous entity. The bidder is required to submit a list of works completed in the last three financial years, giving details such as description of work, organization for whom executed, approximate value of contract at the time of award, date of award, and date of scheduled completion of work. Additionally, the bidder must provide a list of works on hand, indicating description of work, contract value, and approximate value of balance work yet to be done.
