Technical Capacity

- The Bidder should have received payments from its client(s) for construction works executed, fully or partially, or work executed and certified by the Engineer-in-charge/Independent Engineer/Authority’s Engineer during the 5 financial years immediately preceding the Bid Due Date.
- Only the amounts (gross) actually received/work executed during such 5 financial years shall qualify for purposes of computing the Experience Score.
- Receipts of or work-executed amount less than Rs. 2.05 crore (Rs. Two Crore and Five Lakh only) (5% of EPC) shall not be reckoned as receipts for Eligible Projects.
- The Bidder shall quote experience in respect of a particular Eligible Project under any one category only, even though the Bidder (either individually or along with a member of the Joint Venture) may have played multiple roles in the cited project.
- Double counting for a particular Eligible Project shall not be permitted in any form.
- Experience for any activity relating to an Eligible Project shall not be claimed by two or more Members of the Joint Venture.
- The Bidder should furnish the details of Eligible Experience for the last 10 financial years immediately preceding the Bid Due Date.
- For demonstrating technical capacity and experience, the Bidder shall, over the past 5 financial years preceding the Bid Due Date, have received payments for construction of Eligible Project(s), or has undertaken construction works by itself in a PPP project, such that the sum total thereof is more than Rs. 30.72 crore.
- For normal Highway projects, at least either of the following is required: (i) two similar completed works costing not less than 25% each of the estimated cost, or (ii) one similar completed work costing not less than the amount equal to the estimated cost.
- The Bidder must have completed at least two similar works costing not less than 25% each of the estimated cost, or one similar completed work costing not less than 35% of the estimated cost.
- A project is considered completed if more than 90% of the value of work has been completed, and the completed value of work is equal to or more than the above-mentioned criteria.
- Eligible projects include widening/reconstruction/up-gradation works on NH/SH, MDRs, municipal corporation limits, construction of stand-alone bridges, ROBs, tunnels, and other linear projects like airports and railways.
- The Bidder must provide certificates from concerned clients for the completed works, and in case of subcontracting or joint ventures, approval from the government authority or client is required.
- The Bidder must have completed similar works in the last 5 financial years, with a minimum value of 25% or 35% of the estimated cost, depending on the type of project.
- The Bidder shall have a minimum Average Annual Turnover of Rs. 8.19 crore for the last 5 financial years.
- For a Joint Venture, the Lead Member shall meet at least 60% requirement of Bid Capacity, Technical and Financial Capacity, and each of other JV members shall meet at least 20% requirement of Bid Capacity, Technical and Financial Capacity individually.
- One similar work of 20% of Estimated Project Cost should have been completed from the Eligible Projects in Category 1 and/or Category 3 individually by any of the JV members as a single work.
- For a project to qualify as an Eligible Project under Categories 1 and 2, the entity claiming experience should have held, in the company owning the Eligible Project, a minimum of 26% (twenty-six per cent) equity during the entire year for which Eligible Experience is being claimed.
- The capital cost of the project should be more than 5% of the amount specified as the Estimated Project Cost.
- The entity claiming experience shall, during the last 5 (five) financial years preceding the Bid Due Date, have itself undertaken the construction of the project for an amount equal to at least one half of the Project Cost of eligible projects, excluding any part of the project for which any contractor, sub-contractor or other agent was appointed for the purposes of construction.
- In case both the estimated cost of project and revised cost of project are provided, the revised cost of project shall be considered for evaluation.
- For a project to qualify under Category 3 and 4, the project cost should be restricted to the share of the applicant in the joint venture for determining eligibility, unless the Statutory Auditor certifies that the work of other members is also executed by the applicant, in which case the total share executed by the applicant can be considered.Similar work or eligible projects given in technical capacity experience are:
1. Project in highways sector that qualify under Clause 2.2.2.6 (i) with a factor of 1
2. Project in core sector that qualify under Clause 2.2.2.6 (i) with a factor of 0.75
3. Construction in highways sector that qualify under Clause 2.2.2.6 (ii) with a factor of 1
4. Construction in core sector that qualify under Clause 2.2.2.6 (ii) with a factor of 0.75
Additionally, one similar work of 20% of Estimated Project Cost should have been completed from the Eligible Projects in Category 1 and/or Category 3 individually by any of the JV members as a single work.
The experience for each category would be computed as per weight of the given factors to arrive at its aggregated Eligible Experience.
Also, the bidder should have completed at least either of the following:
- Two similar completed works costing not less than 25% each of the estimated cost.
- One similar completed work costing not less than 35% of the estimated cost.
For demonstrating technical capacity and experience, the bidder shall have completed similar works or eligible projects, including:
- Widening / reconstruction / up-gradation works on NH / SH or on any category of road taken up under CRF, ISC/ El, SARDP, LWE
- Widening/ re-construction/up-gradation works on MDRs with loan assistance from multilateral agencies or on BOT basis,
- Widening/ reconstruction / up-gradation work of roads in Municipal corporation limits, construction of Bypasses,
- Construction of stand- alone bridges, ROBs, tunnels.
- Construction/re-construction of linear projects like Airport, Runways,
- Viaducts of Railways / Metro
- Container yard of ports
The values mentioned include:
- Rs. 2.05 crore (Rs. Two Crore and Five Lakh only) as the minimum amount for Eligible Projects under Categories 3 and 4.
- 5% of EPC as the percentage for the minimum amount.
- 20% of Estimated Project Cost for one similar work.
- 25% and 35% of the estimated cost for similar completed works.
- 26% (twenty-six per cent) equity during the entire year for which Eligible Experience is being claimed.
- 50% of the longest span or 100m, whichever is less, for Major Bridge/ROBs/Flyovers/Tunnel.
- 50% of the cross-sectional area of the proposed tunnel or two-lane highway tunnel cross-sectional area, whichever is less, and 20% length of the tunnel to be constructed in this project or 2km, whichever is less, for tunnel length more than 200m.
